NASA Unity Campaign Enterprise Implementation Plan Development Updated October 22, 2019
NASA Unity Campaign – Launched on Sept. 6, 2019 Announcem ent of NASA Unity Cam paign I am pleased to support the launch of the NASA Unity Campaign. The Office of Diversity and Equal Opportunity will lead this effort in partnership with the Mission Support Directorate and the Office of the Chief Human Capital Officer. The goal of the NASA Unity Campaign is to empower NASA’s workforce and organizations to more effectively work together and accomplish NASA’s missions. Over the next few months this leadership team will work across centers, functional offices and mission directorates to develop an agency-wide implementation plan aimed at elevating the focus on our missions and strengthening teamwork and collaboration. I encourage all NASA personnel to contribute ideas for this campaign by sharing suggestions with your supervisor. We have an opportunity through the Artemis program to put the first woman and next man on the surface of the Moon in 2024, and a united NASA workforce is critical to mission success. Unity Campaign – Objectives 1. Transcendence • Elevated and Expanded Focus and Mindset – shift focus from narrow and insular individual goals/interests/identities to a focus on superordinate and shared agency goals and priorities. • Mission and Team above Self . “ Me ” “ We ” and “ Us .” • Rising above artificial constructs that divide organizations and people , to focus on a higher and shared purpose, including: NASA Strategic Plan, and NASA mission priorities (e.g., Artemis). 2. Connection • Enhanced Jointness and Connectedness between NASA organizations and people to strengthen bonds, trust, teamwork, and collaboration. • Jointness : the cooperation and integration of different organizations. • Connectedness : a feeling of belonging to or having affinity with a person, group, or mission. 3
Unity Campaign – Potential Enterprise Implementation Strategies 1. Transcendence – enterprise implementation may include: o Enterprise Identity • Reinforce NASA Enterprise Culture and Values (e.g., Unity Pledge, Unity Campaign Implementation Requirements in Leaders’ Performance Plans). • Update Workforce Policies to reinforce unity (e.g., Diversity, EEO, and Anti- Harassment policies). • Deliver Unity Learning and Development to enhance unity focus and teamwork. o Enterprise Communication and Information-Sharing • Send Messages and Town Halls . • Unity Orientation for New Employees – educate onboarding employees on NASA’s values, strategic goals and priorities, missions, and organizations across the entire agency. • Share Information on NASA organizations (e.g., history, missions, programs). • Leverage Modern Communication Systems and Tools (e.g., engagement and collaboration platforms). 4

Connection – enterprise implementation may include: o Organizational Engagement Organizations Share Information • Regular Inter-Organizational Communication Messages, Meetings, Guest Speakers, Lunches Organizations Collaborate • Continual Identification of Opportunities for Inter-Organizational Collaborations (including MAP) o Employee Engagement Employees Engage with Leaders • Regular Town Halls, Inter-Organizational Meetings • Brown Bag Lunch/Coffee Chats/Office hours • Mentoring, Coaching, and Shadowing Employees Engage with other Employees: • Agency-wide learning and development programs (SES onboarding, SES Day of Learning, NASA First) • Cross-Agency Collaboration Projects/Details/Rotational Assignments and Communication Tools • Networking/Social activities (e.g., Employee Resource Group engagements across NASA) 5
Unity Campaign – Potential Local Organizational Strategies Transcendence and Connection – local implementation may include: • Leadership Communications and Engagements with the Workforce (Unity Messages, Town Halls, Unity Dialogues, Lunch/Coffee Conversations). • Unity Learning and Development Programs (Mentoring and Coaching, Power and Privilege, Diversity Dialogues, Unconscious Bias, Overview Effect talks by astronauts or other NASA employees, Guest Speakers from other organizations, Perspective- Shifting, Empathy, Compassion, Kindness, Civility, Emotional Intelligence). • OCHCO Programs to enhance unity (e.g., onboarding, training, performance management, employee engagement, coaching, mentoring, Talent Marketplace for detail assignments/rotations, cross-organizational collaborations and learning projections), in support of agency programs, products, and services. • Team-Building and Bonding Activities (social/networking events, cross- organizational lunches, story-telling sessions, retreats, team-building experiences). • Leadership and Sponsorship by Employee Resources Groups • Reinforcement of Values and Intentional Acts of Unity 6
