  9. English Learner Advisory Council (ELAC) Purpose

Why is ELAC so important? • Mandated by state and federal requirements • Provides opportunities for EL parents to be in leadership roles • Provides school personnel with insight about language and cultural differences • Vehicle to create partnerships with EL families to increase the achievement of EL

  12. When does an ELAC committee need to be established?

  13. When there are 21 or more English learners at a school, there shall be a functional ELAC. EC 62002.5 under legal review

  14. ELAC Responsibilities Advise the principal and staff on: • the program for ELs [e.g., Alternative Bilingual, Structured English Immersion (SEI)and English Language Mainstream (ELM)]

  15. ELAC Responsibilities Advise the school site council on: • the development of the Single Plan for Student Achievement and/or • Local Control Accountability Plan (LCAP) EC 52176[c], 64001[a]

  21. The ELAC Committee • Parents of ELs comprise at least the same percentage of ELAC membership as ELs constitute of the school’s total student population. • The parents or guardians of EL students choose other parents as members of the committee. EC 62002.5 under legal review

ELAC Requirements CA ED Code/Section 35147 SB 355 Greene (Greene act) • Notice/agenda must include date, time, and location of meeting and the items to be discussed or acted upon. • Action cannot be taken on items not posted on agenda, UNLESS an unanimous vote finds a need for immediate action.

Criterios esenciales del ELAC Family Engagement • *According to last school year’s EL survey, parents indicated that they prefer communication through recorded phone messages 71%, flyers 68%, text 61% and e-mail 48%. * Some parents are informed by word of mouth from other parents and this question was not asked.

DELAC parents are sent the phone message a week before, Sunday evening 7:30pm and the night before. ● Promoters- Recruit parents to take the lead in promoting ELAC meetings. ○ they can copy flyers, distribute flyers and make personal calls
