What is DELAC? Requirement: California public school districts with 51 or more English learners must form a District-level English Learner Advisory Committee (DELAC). Responsibilities: Advises the board on programs and services for English learners , including: • English learner needs • Programs, goals, and objectives • Reclassification procedures • Conduct a site-by-site needs assessment 4
English Learner Update: ELPAC Summative English Language Proficiency Assessments for California (ELPAC) Results Administered in Spring 2019 to all English Learners Resources ● Understanding the Summative ELPAC Score Report (7 minute video) ● Parent Handouts (in 4 languages) 5

Number Of Students At Each Summative ELPAC Level 7
Reclassification of Fluent English Proficiency (RFEP) Criteria: 1. Assessment of English language proficiency (from the Summative ELPAC - must be an overall score of 4) 2. Performance in basic skills (SUSD reading assessment and/or SBAC ELA score range) 3. Teacher evaluation 4. Parent opinion and consultation Twenty-seven students in grades 1-5 are currently being reclassified this fall. 8
SUSD Elementary Writing Program Overview
District Writing Goals All students will master or exceed their grade-level CA Common Core writing standards. 1. Write Narrative, Informative , and Opinion pieces 2. Use the writing process (plan, draft, revise, edit, publish) 3. Use writing tools , including digital tools 4. Write based on research or personal experiences 5. Write about texts citing evidence 6. Write routinely over long and short periods for a variety of purposes , audiences and tasks 10
Why Writing Workshop? Direct instruction in writing skills and strategies Individualized instruction and frequent opportunities to practice Student choice results in increased motivation and ownership as writers 11
Writing Workshop Format Component Time Mini-lesson 10 minutes Independent Work Time 20-30 minutes ● Teacher conferences ● Small group instruction ● Mid-lesson teaching point(s) Sharing 5-10 minutes 12
Mini-lesson • Whole class instruction - teacher teaches a writing skill or strategy • Short - approximately 10 minutes
Independent Writing Time • Students self-select topics within a unit of study. • Students use the writing process (plan, draft, revise, edit, publish). • Students are at various stages in the writing process. • Teacher confers with students individually or in small groups . • Students do not publish everything they write. 14
Conferring • During independent writing time • Teacher confers with individual students • Consistent structure – Teacher quickly assesses student’s goals - what the student is intending to do and has done – Based on assessment and conferring notes, the teacher teaches the next step - a needed skill or strategy – Guided practice – Student returns to writing 15
Sharing at the End of Writing Workshop • Teachers reinforce a skill or prompt students to think about a strategy. • Students share their work or ideas in a whole group or with partners. 16
How can parents help? ● Focus on process and practice, not perfection. ● Prompt students to make their own choices about their writing. ● Ask students about strategies they are learning in class and how they are applying them. Parent Writing Resources site Parents as Writing Partners 17
