  3. What is the ELAC? The ELAC (English Learner Advisory Committee) is a group of English Learner parents and community members who advise and assist schools in making important decisions related to services for English Learners.   9. New Business 1. Training on Bilingual Education Process (CA Ed.G.E.) Proposition 58 (2016) Ca lifornia Ed ucation for a G lobal E conomy Initiative The initiative authorizes schools to establish language acquisition programs for both native and non-native English speakers and requires parent and community input in developing these programs. The purpose is to ensure that all children in CA public schools receive: the highest quality education ● master the English language ● access high-quality, innovative, and research-based language programs ● that prepare them to fully participate in a global economy. 9

  10. New Business 1. Training on Bilingual Education Process (CA Ed.G.E.) Current Program at TVUSD Structured English Immersion : ELD curriculum and presentation are ● designed for students learning English and support grade level academic content. TVUSD has three goals... 10

  11. Goal #1 Ed. Code Section 11301 a. DELAC will be advised on current programs and possibility of establishing other programs. b. ELAC will be advised on current programs at their site and possibility of establishing other programs. c. Stakeholder input will be gathered from each site’s ELAC, parent advisory meetings, and CAP to determine possibility of establishing other language acquisition programs. 11

  12. Goal #2 Ed. Code Section 11311 Parent Requests to Establish a Language Acquisition Program: a. Site will keep a record of all requests b. Site will assist parents clarifying requests c. Site will keep requests for 3 years d. When 20 parents of students per grade level or 30 parents of students at a site have requested a language acquisition program, the site will notify David Schlottman, Asst. principal on special assignment. 12

  13. Goal #3 District Response Once the threshold has been met: a. Notify all parents, school’s teachers, administrators, and the ELAC of the request for a language acquisition program. b. Identify costs and resources necessary to implement any new language acquisition program. c. Within 60 calendar days, district will determine if it is possible to implement requested program and provide a written notice to all parents at site. d. If there is an affirmative decision, the district will create a reasonable timeline of actions necessary. e. If there is not a possibility of implementing the program, the district will provide a written explanation of the reasons. 13

  14. New Business 2. Dashboard Results for English Learners Local Control and Accountability Plan meeting took place on January 14, 2020 at CHS in the CCC Meeting Room. LCAP funds are supplemental to the general funds provided to the school. These are substantiated by specific data indicating specific needs. Current plan and supports in place for English Learners at our school: English Learner program funds come from the school’s general funding because it is a required need. ❏ CHS builds master plan and classes by first prioritizing English Learner needs. ❏ Professional development is provided for ELD/ELA teachers to improve instruction for English Learners. ❏ 14

  15. New Business How are LCAP funds allocated? The California School Dashboard provides parents and educators with meaningful information on school and district progress so they can participate in decisions to improve student learning. Student Population & State Indicators & Student Groups English Learner Results from 2018-2019 Enrollment: 2,975 Suspension: 4.5%, +.06% ● Graduation Rate: 82.5%, +6.4% (<150) ● Socioeconomically Disadvantaged: 30.6% ● English Learners: 2.6% ● ● College Career Indicator: 29.4%, +3.3 (<150) Foster Youth: 0.2% ● English Language Arts: 36.8 Below ● Standard, +1.9% (11th only 18-19) Mathematics: 75.8 Below Standard, ● +31.1% (11th only 18-19) 15

  17. English Learner Progress 2019 (ELPAC) Factors to Consider: About 42% of are in Special ● Education. About 70% of our non-Special ● Education English Learners students are new to the U.S within the last 4-5 years. 17

Parent/Guardian Advice from the ELAC to the Local Control and Accountability Plan (LCAP) and School’s Services for English Learners Are there any suggestions or needs? ● Are there any concerns you would like to address to our administrators or ● to the LCAP? The LCAP is the team of individuals that work together to discuss data and make informed decisions about programs and services that directly impact student achievement.
