Purpose and Responsibilities of the DELAC • Advise on the development of a district master plan for education programs and services for English learners, taking into consideration each school site master plans. • Participate in conducting a district wide needs assessment on a school-by- school basis. • Advise upon the establishment of district program, goals, and objectives for programs and services for English learners. • Review and comment on the school district reclassification procedures. • Review and comment on the written notifications required to be sent to parents and guardians. • Review and comment on the district’s Local Control and Accountability Plan (LCAP) • Review and comment on the Consolidated Application (ConApp) for federal funding 12
How is DELAC related to LCAP? DELAC members engage in the consultation process for the annual revision of the LCAP ● Participate in conducting a district wide needs assessment on a school-by-school basis. ● Advise upon the establishment of district program, goals, and objectives for programs and services for English learners in alignment with LCAP goals. ● Districts with at least 50 English learners and whose total enrollment includes at least 15% English learners are required to engage the DELAC in the Local Control and Accountability Plan (LCAP) 13

2017-2020 District LCAP Goals Goal One: Attract and retain and develop high quality teachers to ensure a positive learning environment for ALL students. Properly certificated teachers, sufficient materials, and appropriate facilities will support high quality teaching and student learning. Goal Two: Ensure ALL students develop “college and career ready” knowledge and skills through full implementation of Common Core State Standards. Goal Three: Ensure ALL students are actively engaged and supported through a safe, culturally responsive and rigorous learning environment supported by empowering ALL parents (including those speaking a primary language other than English) to be actively engaged in their student’s education and decision-making processes by providing timely information and educational opportunities to support and expand their role in their student’s education 16

DELAC Requirements 1. Meeting must be open to and allow for public input 2. Meeting notice and agenda must be posted at least 72 hours before the meeting 3. Notice and agenda must be posted at the school site or other appropriate place accessible to the public 4. Notice of meeting and agenda must include date, time and location of meeting and the items to be discussed or acted upon. 5. DELAC Meeting Conduct ● DELAC meetings shall be conducted in accordance with the rules of order established by Education Code 35147 and Roberts’ Rule of Order ● All persons present at the DELAC meeting will conduct themselves in a proper manner at all times. Any person(s) using profanity, making libelous or slanderous statements, or attempts to berate another person in public will be promptly called out of order and asked to leave if such conduct does not cease immediately. 24
DELAC Meeting Quorum ● A minimum of 50% + 1 of the committee shall constitute a quorum. ● An act of the majority (50% +1) shall constitute an act on behalf of the entire committee. Meeting Procedures ● No one person shall speak for more than 5 minutes at on the same item of discussion. ● Members of the public may address the committee on any matter on the agenda, or on other subjects within the jurisdiction of the committee. Individuals will be limited to a maximum of three minutes each. 25
