  6. 6 Mode shift during construction  During CRL early works construction it is important current and forecast future demands on the roading network can be supported, so that the city does not come to a standstill. To achieve this, a mode shift towards the use of bus, trains, ferries and active transport (walking and cycling) is needed. This includes a range of bus priority measures ( buses carry the largest percentage of public transport customers in Ak)  24/7 Bus priority lanes (improved amenity – reliability, punctuality for customers )  Bus route diversions  Future planning – the majority of the proposed bus lanes will remain in place after the CRL early works are completed

  8. 8 Wakefield Street & Wyndham Street Proposed changes • New bus parking • Will have no idling signage and will be monitored • The loading zone and mobility parking has been relocated to the other side of Wyndham St • Pay and Display Parking loss • 6 to 7 spaces on Wyndham St • 8 to 9 spaces on Wakefield St

  9. 9 Mayoral Drive Proposed changes • New northbound bus lane fills gap between Vincent St and Albert St bus lanes • Existing bus parking operation hours changed to • 7am – 7pm Scheduled Services • 7pm – 7am Tour Coaches

  10. 10 Fanshawe Street Proposed changes • New bus stop east of the Caltex Station • New bus lane right turn into Halsey St

  11. 11 Halsey Street Proposed changes • New bus lanes both sides of the road • Remove all Pay and Display parking on Halsey St between Victoria St West and Fanshawe St, about 16 spaces • Retain loading zone • Retain bus stop but make it at all times, currently subject to clearway

  12. 12 Wellesley Street West Proposed changes • New bus lanes on both sides of the road in different sections starting from Sale St • Remove pay and display parking in places. In total 25 spaces will be removed between Sale St and Queen St • Removal of the loading zones • Between Hobson St & Nelson St • Outside 37 Wellesley St West • Outside 9-11 Wellesley St West (Smith and Caughey) For Wellesley St recommend the use of the Elliot St shared space between 6-11am • Relocate taxi stand to west of Elliot St • Some turning movements will be banned around the construction site at Albert St and this will be managed during the construction

  13. 13 Hobson Street Proposed changes • Southbound bus lane • Replace Pay and Display parking with bus parking, removal of about 12 spaces • Relocate Loading Zone to further north on Hobson St

  14. 14 Victoria Street West Proposed changes • New westbound bus lanes in sections • Removal of Pay and Display about 5 spaces due to construction work • The loading zone outside 37 to 47 Victoria St West will be shifted to 27-35 Victoria St West

Transport - Conclusions 15 • There is an established way of approach transport appraisal based on straight line growth forecasts and values of time with fixed population and employment patterns, but it is not clear that it reflects what actually happens • In reality transport drives land use patterns just as much as land use drives transport demand
