Facility Condition Assessment Objectives and Approach Shelby County Schools engaged Fleming – Marshall JV and Self ‐ Tucker Architects to conduct a thorough, comprehensive physical assessment of the numerous buildings owned and operated by the district, comprising approximately 22,000,000 sq. ft. This firsthand review of existing physical conditions and functional performance identified, inventoried, and quantified the physical deficiencies and hazards that require critical maintenance and corrective action. One important aspect considered was the advanced age of many of the Shelby County Schools’ facilities. $476,454,422 in Critical Deferred Maintenance means……. • Aged buildings and equipment are deteriorating at a rapid rate ……. • The SCS Facilities Department’s preventative maintenance efforts and skilled craftsmen keep buildings and systems functional despite the shortage of available funding to replace or repair equipment…….. • Many building systems and structures are original to the facility and have far exceeded their life expectancy…… Over the last four years SCS has provided temporary repairs to outdated systems that can no longer function properly with patch repairs……. • Some priority items have been delayed because annual capital allocations are spent on the most critical items first……. • $476,454,422 in deferred maintenance does not indicate structural or system neglect.....All previously allocated capital for deferred maintenance has been invested and projects completed Note: According to the U.S. DOE, National Center for Education Statistics, when a school is 20 to 30 years old, frequent replacement of equipment is needed. Between 30 and 40 years old, the original equipment should have been replaced, including roof and electrical equipment. After 7 40 years, a school building begins rapid deterioration, and after 60 years most schools are abandoned.
