Background of Animal Husbandry sub-sector in Uganda • The sub-sector accounts for about 15% of Agricultural domestic product • More than 40% of rural farmers engaged in livestock farming • Ancestral cattle breeding in Uganda • Importation of exotics for milk production undertaken in 1962
Need and Relevance of intervention • High prevalence of diseases; rinderpest fever, TBDs, Brucellosis, Mastitis, etc • Low nutrition • Lack of production focus • Inadequate applied research • Lack of farm planning • Low technical capacity of personnel • Low quality of livestock • Limited operational budget lines

Results from JICA ’s Intervention as per the terminal evaluation conducted before project-end • An action plan for a functional diagnostic system on animal diseases through the close collaboration of NADDEC and MAK-COVAB was drawn up. • The Joint National Animal Disease Diagnostic Centre (J-NADDIC) was established as a collaborative platform. • An operational investigation system for emergency diseases was established • A technical information exchange system was established • Primary diagnosis and sample preparation was greatly improved especially at the DVOs, thus contributing to a functional diagnostic system for animal disease control
Results from JICA ’s Intervention as per the ex ex-post evaluation conducted 3 years after project-end The positive impacts has been confirmed in NADDEC, COVAB as well as 5 target DVOs even after the project ended. Facilities provided by JICA are well maintained and used.
JICA’s intervention in the animal husbandry sub-sector – Cont … Safe Milk Promotion in Mbarara project (Sept 2016 – Sept 2019) • Under the JICA Grassroot technical cooperation scheme • Implemented in partnership with Rakuno Gakuen University (Japan), Mbarara DVO, UCCCU and DDA • 30 participating farms aggregated in 3 clusters • Seeks to improve milk production and productivity in Mbarara and its surroundings through intervention package (1. Milk hygiene 2. Nutrition management 3. Reproduction management 4. Ticks and tick borne diseases)
Results from the JICA’s Safe Milk Promotion in Mbarara project • Several reports on the 4 components written and shared • Consultative and review meetings organized to exchange technical information • Joint project monitoring activity was organized • Hands-on training to the Uganda counterpart team, farmers on-farm and station office • Consolidation of participating farms • Strengthened collaboration between DDA, UCCCU and the project team
Way Forward,,, • Continuous and active engagement of MAAIF and other key stakeholders in the Animal Husbandry industry • Promote a linkage between local government, academia, Private sector and other development partners • Promote linkages between institutions in Japan and those in Uganda
