PURPOSE OF PRESENTATION & PROJECT INTRODUCTION SR 3027, Section A05 (Smithfield Street Bridge) Project  The purpose of this presentation is to introduce the  project to the public, gather feedback, and present the proposed traffic control and associated detours. The purpose of this project is to address structural  deficiencies to preserve the functional integrity of the bridge and to maintain the current level of vehicular and pedestrian services provided by the Smithfield Street Bridge.

PROPOSED PROJECT IMPROVEMENTS Bridge Preservation Project  Retrofitting/repairing deficiencies present in various steel  members and components Repairing areas of painted-over pitted section loss and  other deficiencies in floorbeam and girder webs Replacing the steel orthotropic sidewalks on both sides of  the truss spans Replacing the bridge deck epoxy wearing surface of the  truss spans Repairing spalled concrete in bridge support bearing  pedestals and the bases of pedestrian railing posts

PROPOSED PROJECT IMPROVEMENTS Bridge Preservation Project (Cont’d)  Replacing/tightening bearing anchor bolts and resetting  bronze sliding plate bearings Repairing shotcrete (gunite) on the underside of the  east (upstream) pony truss span over the CSX railroad tracks Repairing Deck Joints and Replacing Deck Joint Seals  Power washing the truss chords to remove rust packing  and pigeon waste Cleaning/flushing deck expansion dams, neoprene drain  troughs, scuppers, and down spouting

PROPOSED PROJECT IMPROVEMENTS Other Proposed Work  Concrete pavement and island patching / joint sealing repairs,  drainage improvements, new Pavement Markings, upgrades to the Traffic Lane Control System on Smithfield Street Bridge, including Signal Controller and other Hardware, and new Countdown Signal Heads at Pedestrian Crossings. Work will occur during daytime hours and work at off-peak or  nighttime hours with single lane closures required for work on north approach spans over the Parkway West (I-376) and Fort Pitt Boulevard. For work on south approach spans over Private Roads traffic will  be maintained through flagging operations. Work will be done within existing Legal Right-of-Way with some  work within Temporary Easements for Contractor Access. Construction anticipated to begin in Spring / Summer 2021 with  anticipated completion in Spring / Summer 2022.

  8. PROPOSED TRAFFIC CONTROL Lane Restrictions on the Bridge  Work on the bridge will not require long-term lane  Phase 1 Phase 2 Phase 3 closures to car and truck traffic. Traffic will be maintained with a three-phased plan. Phase 1: Two lanes (Northbound & Southbound) on the west roadway of the bridge during sidewalk, overhead Closed for Construction Closed for Construction Closed for Construction steel repairs, and deck overlay work on the east roadway of the bridge. Phase 2: One lane of Northbound traffic on the east roadway of the bridge and one lane of Southbound traffic on eastern side of the west roadway during sidewalk and overhead steel repairs for the western Southbound lane of the west roadway. Phase 3: One lane of Northbound traffic on the east roadway of the bridge as in Phase 2, but Southbound West East West East West East traffic on the west roadway will shift to the western Southbound lane during repairs for the eastern Southbound lane.

PROPOSED TRAFFIC CONTROL Lane Restrictions on the Bridge (Cont’d)  Bus Traffic Bus traffic will continue to use the structure while  Southbound traffic lanes receive a new wearing surface overlay, by using alternating 2-way traffic on the single lane at the east roadway of the bridge. Closed for Construction All other (non-bus) traffic will be detoured for two (2)  weekends and will need to use the designated detour route. Full bridge closure may be implemented by the  contractor between 12:45 AM and 5:50 AM Monday to Saturday and between 11:40 PM and 5:50 AM on Sundays, when there is no bus traffic. The designated West East detour route will be implemented during these times. During nighttime restrictions, emergency vehicles will  still have access to the bridge.

PROPOSED TRAFFIC CONTROL Other Lane Restrictions  North Approach Span work over lanes of the SR 279  Southbound Ramp and adjacent Fort Pitt Boulevard Ramp will require stop sign controlled shifts from the one ramp to the other ramp and in reverse. North Approach Span work over the Grant Street to  I-376 Westbound Ramp (Ramp A) will require ramp closure during off-peak hours or at night with traffic detoured to Fort Pitt Boulevard. North Approach Span work over lanes of the Parkway  (I-376) Eastbound and Westbound may require off- peak and/or nighttime single lane closures. North Approach Span Deck Repairs – Fort Pitt  Boulevard may need to be reduced to a single lane during off-peak hours (e.g. weekday nights between 7 PM and 5 AM), or under flagging.

  11. PROPOSED TRAFFIC CONTROL Other Lane Restrictions (Cont’d)  Traffic on Private Roads beneath the Southern Approach  Spans will be maintained through flagging operations. Railroad Traffic  Work on Span 7 over CSX Railroad will be coordinated  with the Railroad.

  12. PROPOSED PEDESTRIAN DETOURS Smithfield Street Bridge  Sidewalk decking replacement on Truss Spans 3 & 4 requires  sidewalk closure – only one bridge sidewalk closure at a time will be permitted during construction. Pedestrians will be detoured to the open sidewalk on other side of the bridge. Repair work on Truss Span 7 will require T emporary  Protective Pedestrian Tunnel to be built over the Three Rivers Heritage Trail beneath the span to provide protection from the work above. Span 7 North Approach Spans at Great Allegheny Passage (GAP) Trail –  The switchback ramp will remain open during construction. During bridge sidewalk reconstruction directly in front of it and bridge work over the switchback ramp, access will be maintained with flagging operations.

NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) Public outreach begins with PennDOT Connects and extends into the NEPA (National Environmental Policy Act) process: PennDOT Connects is a project planning and  development approach that engages local and planning partners by collaborating with stakeholders before project scopes are developed.
