  14. 2017 - NHTSA: Initial Federal Policy • Performance Guidance for Automated Vehicles – Sets forth proposed performance and safety standards for manufacturers, developers and other organizations – Includes 15 point “Safety Assessment” • Model State Policy – Delineates distinctions between Federal and State responsibilities and sets forth suggested model approach to achieve national uniformity. • Current and Modernized Regulatory Tools • Reaction? 14

Federal Engagement 2017 - Senate • American Vision for Safer Transportation through Advancement of Revolutionary Technologies Act “AV START Act” – Safety Evaluation Report, similar to NHTSA safety assessment – Preemption language over state/ local control – Addresses cybersecurity, expansion of exemptions 15

Federal Engagement 2017 - House • Safely Ensuring Lives Future Deployment and Research In Vehicle Evolution “(SELF DRIVE Act”) – Preemption – prevent states from regulating technology or safety systems, but allow for traditional regulatory role – Exemptions and Testing – expand vehicle exemptions by # and time – Addresses cybersecurity, crash reporting, consumer privacy – Advisory Committees – Passed House in September 2017 16
