  13. MCSAP Planning Meeting and Grants Training – 2017 Working Group –Timeline 13

  14. MCSAP Planning Meeting and Grants Training – 2017 Working Group – Development Process Systematic process for formula design: • Establish guiding principles for the new formula • Identify areas in the formula to improve • Create alternative formula designs • Evaluate their impacts with respect to the guiding principles 11

  15. MCSAP Planning Meeting and Grants Training – 2017 Working Group – Guiding Principles • Improves upon previous formula • Addresses FAST Act changes to MCSAP grants • Meets FAST Act formula requirements • Safety-based (primary objective) • Promotes stability in funding • Responds to changes • Uses quality data sources • Responds to changes in overall funding levels 12

  16. MCSAP Planning Meeting and Grants Training – 2017 Effort - Focused Analysis • Considered previous MCSAP allocation formula’s design as baseline for improvement • Worked to analyze the elements of that formula and the data sources used for calculations • Considered impacts of the grant consolidation and new State match  The actual percentage of the State match was not part of the Working Group’s charge as the FAST Act already set forth this amount • Worked to ensure the formula would continue to provide adequate funding for the programs now combined into the MCSAP Basic program 13

  17. MCSAP Planning Meeting and Grants Training – 2017 Guiding Formula Principles • FAST Act requirements  Relative State needs  Administrative capacities and challenges  New entrant motor carrier inventory  Border inspection facilities and CMV border crossings • Safety-Based  Centered formula recommendations on safety  Aimed to reflect today’s safety challenges and maintain valuable safety gains  Use safety-based factors correlated with crashes and linked to crash-risk exposure • Stability  Considered various provisions to limit wide swings in State funding from year to year 15

  18. MCSAP Planning Meeting and Grants Training – 2017 Working Group – I terative Process • Identifying and obtaining data sources • Evaluating data sources to determine if they met the criteria for formula inclusion, e.g. through statistical analysis • Reviewing and considering programmatic needs and trends • Understanding the varying administrative needs of grant recipients • Reviewing published reports and studies • Conducting simulations to evaluate funding impacts 20
