FY2019 High Priority Funding Conference High Priority Grant Program The High Priority (HP) Grant Program is a discretionary program which provides financial assistance for: • HP Innovative Technology Deployment (HP-ITD) • HP Commercial Motor Vehicle (HP-CMV) Safety PRISM, SSDQ, CMV Safety 4
FY2019 High Priority Funding Conference Application Structure • If applying for both HP-ITD projects and HP-CMV Safety projects, the applicant must submit separate applications: – one application responding to HP-ITD NOFO, and one application responding to HP-CMV Safety NOFO • If an application for HP-ITD or HP- CMV contains more than one project: – the application must include separate narrative and budget for each project proposed in the application. Along with a comprehensive budget matching the 424a line item budget. 424a totals must reflect total project. 5
FY2019 High Priority Funding Conference What is a Project? A project may consist of one or more priorities that work towards achieving a defined goal. If an applicant chooses to propose multiple projects within a single application, each project must contain: • a title • separate and distinct project narratives; and • separate and distinct budget narratives and line item budgets. Applications with multiple projects must include a comprehensive budget Comprehensive budget must match the application’s 424a object class categories. 424a totals must reflect total project. 6

FY2019 High Priority Funding Conference Grant Development Tips • Read each NOFO carefully • Narrative: follow guidance provided in the NOFO • Problem Statement, Objectives, Actives, Performance Measurements, Monitoring Plan • Pay very close attention to the requirements. • Follow all grant instructions. Ask questions. • Tell the same story in the proposal and the budget narrative. • Be careful when copying from a previous year application. • Leave plenty of time to prepare. Submit early. 12

FY2019 High Priority Funding Conference Technical Merit Panel will consider the extent to which the applications, including projects that: • Describe a program that will meet the stated objectives of the NOFO to reduce crashes, injuries and fatalities involving commercial motor vehicles or achieve the other listed goals of the program; • Include components that address specific program priorities; 15
FY2019 High Priority Funding Conference Technical Merit • Include proposed methodology that meets the stated objectives of the NOFO; • Propose work that identifies and/or makes progress on new/existing concepts; • Propose work that is based on sound principles to gauge performance and project success. 16
FY2019 High Priority Funding Conference Technical Merit • Include staffing resource allocation sufficient to achieve the program objectives; • Demonstrate that the approach will ensure enforcement activities or other activities in areas likely to generate the maximum effectiveness of CMV enforcement; • Provide justification for adequacy and feasibility of the approach to achieving the NOFO’s stated objectives; 17
FY2019 High Priority Funding Conference Technical Merit • Demonstrate appropriateness, rationale, and completeness of the proposed statement of project objectives; • Include clearly-identified performance goals and measurements (such as percentages of enforcement on motorcoaches, traffic enforcement contact projections, etc.); • Are written in a manner that would allow FMCSA to monitor performance based on FMCSA reporting requirements; 18
FY2019 High Priority Funding Conference Technical Merit • Demonstrate that the proposed project/program is reasonable in scope, adequate to address existing and emerging commercial vehicle safety issues; • Have a geographical or national scope that the project will affect; • Support the HP Program’s goal of making targeted investments to promote safe CMV transportation and to invest in projects likely to generate the maximum reduction in the severity and number of crashes involving CMVs. The FMCSA will apply this concept in considering applications for all enforcement projects 19

FY2019 High Priority Funding Conference Introduction – Incomplete [The Applicant] will conduct an estimated 1,000 inspections and 2,000 traffic enforcement contacts by allocating 3,000 officer-hours towards high visibility traffic enforcement activities. 25
FY2019 High Priority Funding Conference Introduction – Complete [The Applicant]’s high visibility blitz project will be focused on HP NOFO priority 1 of Targeting unsafe driving of CMVs and non-CMVs in areas identified as high-risk crash corridors. As identified in the 2017 crash fatality report of State X highway 31 and 85 have shown a three year upward trend in crashes and fatalities. Through high visibility traffic enforcement blitzes State X can meet its goal of crash reduction by 210 (10%) of the 2,100 crashes identified in calendar year 2018 along these corridors. High visibility blitz activity will include 4 sworn officers conducting an estimated 1,000 inspections and 2,000 traffic enforcement contacts by allocating 3,000 officer-hours towards high visibility traffic enforcement activities. 26
FY2019 High Priority Funding Conference Problem Statement – Incomplete [The Applicant] has identified 5 highway corridors that alone account for 38.4% of all CMV-related fatalities in its State. State traffic records indicate that speeding, following too closely, and improper lane change account for 84% of the crash causation factors along these corridors. 27
