Read the NOFA! • Pay very close attention to the requirements. • Follow all grant instructions to the letter. • Ask questions. • Tell the same story in the proposal and the budget narrative. • Be careful when copying from a previous year application. • Leave plenty of time to prepare. • Don’t wait until the last minute to submit the application. 10

MCSAP Planning Meeting and Grants Training – 2017 Innovative Technology Deployment (ITD) 2017 Reauthorization changes included: – Creating the Innovative Technology Deployment “ITD” grant program under MCSAP High Priority – Changed the match to at least 85/15 (not 50/50) – Eliminated the Core cap ($2.5M) – Eliminated the annual cap for Expanded ($1M) 12
MCSAP Planning Meeting and Grants Training – 2017 ITD – FAST Act • States are required to have an approved program plan/top-level design that is in compliance with the National ITS Architecture • The priority elements of safety information exchange, e- credentialing, e-screening remain • Elements previously in statute are incorporated within the MCP (e.g., at least 10% of all IRP/IFTA transactions electronic) 13

MCSAP Planning Meeting and Grants Training – 2017 ITD- Eligibility • States, DC, and U.S. Territories • Have an approved program plan (PP/TLD) ( * prior to application ) • Certify to ITS architecture (by acceptance) • Promote interoperability (by acceptance) • Testing with FMCSA (by acceptance) In addition: • Applicant is Lead ITD Agency noted in PP/TLD or has MOU with the Lead. • MOU agency has coordinated with Lead Agency. 15
MCSAP Planning Meeting and Grants Training – 2017 ITD High Priority vs. ITD MCSAP The FAST Act provided flexibility for the States to utilize a portion of their MCSAP funding toward ITD operation and maintenance* – Any MCSAP lead agency needing ITD O&M funding for deployed projects should utilize MCSAP funding for this purpose. – MCSAP Lead Agencies applying for ITD O&M via a separate ITD grant application will be considered only after all other HP projects have been considered. – Any eligible non-MCSAP lead agency needing ITD O&M funding should apply as part of any ITD grant application. *(49 U.S.C. § 31102) 16

MCSAP Planning Meeting and Grants Training – 2017 Performance Registration Information Systems Management (PRISM) 2017 Reauthorization changes: • Created the PRISM grant program under the MCSAP and High Priority • Changed the match to at least 85/15 (not 100%) • PRISM projects in HP may be funded up to 100% as outlined in the NOFA -Not achieved Step 6 -Not in PRISM 20
MCSAP Planning Meeting and Grants Training – 2017 PRISM – FAST Act • PRISM became a mandatory program • MCSAP recipients are required to “fully participate” no later than Oct. 1, 2020 • “Full participation” is defined as Step 6 – denial/suspension of registration for all OOS orders • Steps that exceed Step 6 are referred to as “enhanced participation” or “enhanced PRISM” • Step 6 Equivalent is being developed to assist jurisdictions that are – non-IRP (HI, Territories) or; – provide an option for non-MCSAP participants (Oregon) 21
