MNO-Ontario Framework Agreement Foundation November 17, 2010 - 2 nd Anniversary of • the historical MNO-Ontario Framework Agreement • Purpose of the Framework Agreement: 1. Strengthen the Ontario/Métis Nation of Ontario relationship 2. Recognition and Reconciliation 3. Increase opportunities for Métis engagement with Ontario Ministries 3 2009/10 Framework Agreement Accomplishments 1. Memorandums of Understanding signed with the Ministries of Education (August 2009) and Training Colleges and Universities (January 2010). 2. First ever Chair in Métis Studies created at University of Ottawa 3. Research and identification of possible Métis commemoration sites, across the province to recognize historic Métis contributions in Ontario 4. MNO, Ontario and industry collaborative workshop on consultation and accommodation in March 2010 4 2
2009/10 Framework Agreement Accomplishments 5. Created MNO Economic Development Strategy and commenced implementation: • Established the Métis Nation of Ontario Housing Investments Incorporation (MNOHII) • Identification of Métis businesses for Ontario Aboriginal Business Directory 6. 2010 proclaimed in the Ontario Legislature as the Year of the Métis 7. Established multi-year capacity agreement with the Ministry of Northern Development Mines and Forestry 5 MNO-Ontario Joint Priorities: Business Development Aboriginal Business Directory • Developed through a partnership with the Ministry of Aboriginal Affairs • Promotes information sharing and partnerships between Aboriginal communities and industry • Provides opportunity for Aboriginal businesses to benefit from government and industry procurement initiatives 6 3
MNO-Ontario Joint Priorities: Business Development Métis Business Forum • Held in March 2010 • Over 20 Métis businesses attended 7 MNO-Ontario Joint Priorities: Business Development Métis Nation of Ontario Housing • March 2010, Métis Nation of Ontario Housing Investments Incorporated (MNOHII) established – Stand-alone, for-profit corporation – Support from Ontario and Canada • Delivered on a key business priority of the MNO Economic Development Strategy • MNOHII business lines: 1. Market-housing development; 2. Commercial and community development; 3. Property management and technical services; and 4. Training and renewable energy 8 4
MNO-Ontario Joint Priorities: Business Development Resource Benefits Sharing • Commitment to developing a system of Resource Benefits Sharing (RBS) with Aboriginal communities announced by Ontario • Resource Benefits Sharing framework or plan could include: • Crown resource revenue sharing • Crown resource sharing (e.g. resource allocations) • Involving Aboriginal communities in the management of Crown natural resources • Enhancing/facilitating increased private sector collaboration and partnerships • Creation of a Capital Corporation MNO-Ontario Joint Priorities Partnership and Relationship-building The New Relationship Fund (NRF) • Assists Aboriginal communities to build community core consultation capacity • Supports skills training, economic development, and enhanced capacity to engage with government and industry • Helps strengthen skills and provides resources to work more seamlessly with industry and government • Since 2008-09, MNO has received over $5.4 million on behalf of 30 Community Councils 10 5
MNO-Ontario Joint Priorities Partnership and Relationship-building The New Relationship Fund (NRF) (cont) • MNO established a Lands, Resources and Consultation Branch with 12 employees located throughout Ontario • Over the next four years, MNO will receive $2.1 million annually in core consultation capacity funding • 2010-11, MNO was also awarded $198,096 for Enhanced Capacity Building – Provided support for additional consultation capacity and supports community training. 11 MNO-Ontario Joint Priorities Partnership and Relationship-building LRC Branch: • 450 consultation notices received since 2009 • Involved in consultation activities: – approximately 60 major and medium projects • 30 Community Capacity Agreements have been executed with Community Councils • Established relationships with over 20 major proponents • General Relationship Agreements (GRAs) established with: – Union Gas – Great Lakes Power 12 6
MNO-Ontario Joint Priorities Partnership and Relationship-building • Memorandums of Understanding (MOUs) established with: – Hydro One – Detour gold • Pending: – GRA and MOU with Nuclear Waste Management Organization 13 Ministers of Aboriginal Affairs Working Group with National Aboriginal Leaders • August 2009, Premiers directed their Ministers responsible for Aboriginal Affairs to work with the Leaders of the five National Aboriginal Organizations (NAOs) to improve outcomes for Aboriginal peoples. • Aboriginal Affairs Working Group (AAWG) comprised of provincial Ministers and Aboriginal leadership established in October 2009 • AAWG tasked to develop recommendations, and identify actions and strategies to improve the lives of Aboriginal peoples in key areas: – Education – Economic Development – Violence Against Aboriginal Women • April 28, 2010 AAWG meeting, Ministers and Leaders agreed to work on key goals: 1. Closing the graduation gap 2. Closing the income gap. • The next meeting will be held in April of 2011 14 7
