  3. Purpose The Urban Redevelopment Authority of Pittsburgh (URA) is the City of Pittsburgh’s economic development agency, committed to creating jobs, expanding the City’s tax base and improving the vitality of businesses and neighborhoods.

  22. Community Planning to Date Transit Oriented Development (TOD) - includes a mix of commercial, residential, office and entertainment centered around or located near a transit station. Dense, walkable, mixed-use development near transit attracts people and adds to vibrant, connected communities. Transit Revitalization Investment District (TRID) - highly effective development tool that utilizes future increased tax revenues generated by a designated district to pay for eligible costs of Transit Oriented Development (TOD) projects within the district, to enable the completion of projects that produce quality, full-time jobs for City residents, increase the City’s tax base, leverage substantial private investment, improve the City’s transit infrastructure, increase the quality and ridership of public transit within the City, and provide benefits to communities in the City.

  31. Overview of URA RFP Process The URA has incorporated public input received into the • Request for Proposals (RFP). The URA plans to issue an RFP at the end of January 2018. • URA will pre-screen proposals to make sure they meet • criteria, evaluate the confidential financial statements, and to write summaries of the proposals received. A review committee will evaluate the proposals • 2 Representatives designated by PBNDC • 1 Representative designated by the Homewood-Brushton • Business Association 1 Representative from Rep. Gainey’s Office • 1 Representative from Councilman Burgess’s Office • 1 Representative from the Mayor’s Office • 1 Representative from the Department of City Planning • URA staff members from various areas of expertise •

  32. Overview of URA RFP Process The Review Committee will make a short list of proposals. • A public meeting will be held for all of the short-listed • developers to present to the community. The Review Committee will interview the developers, if • necessary. The Review Committee will make a recommendation to the • URA Board of Directors.
