  25. Application Process

  26. Application Process - EOI  Contact your Local Development Company (STDC or NTLP) to express your interest, discuss your project and complete an Expression of Interest Form (EOI)  Development officer will advise on eligibility based (RDP & LDS) on the EOI and whether project is subject to a rolling or targeted call process. EOI’s will be managed in two ways (Refer to Guidelines Pack Pg5) • Rolling call for proposals – on going, first come first served (annual budget) • Targeted strategic timeframe managed calls (Refer to Guidelines Pack Pg23) NOTE: A minimum of 50% of the total annual budget must be allocated to Targeted Calls and is applied across all themes

Application Process – Application Form Items that you should have to support your application form:- • Current Tax Clearance Certificate • Group Constitution or Articles and Memorandum of Understanding • Bank Account, Building Society or Credit Union Account • Access to the required amount of savings or loan facilities and bridging finance • Business Plan or needs analysis • Quotations (You may need to use Public Procurement, depending on the size / value of the project) • Proof of ownership or lease on property if submitting an application for a capital project • Planning Permission

Application Process – Evaluation & Award  Project is assessed based on compatibility with the LDS & RDP by the LCDC Evaluation Sub-Committee  Reviewed by NTLP/STDC Board to proceed to LCDC  Project is referred to the LCDC Board for final approval  Contract (for approved projects) is issued to the promoter by the relevant IP and LCDC jointly  Funds are drawn down in arrears on completion or at certain stages during the project

  30. Payment of Funds • Payments to promoters are issued retrospectively on a paid invoice basis. • A promoter can make arrangement to receive phased payments: • Phased payments can only be considered when:- • 20% of the total eligible costs of the project have been paid out • Only a maximum of five phased payments can be considered over the life of the project. NOTE: where a project qualifies for phased payments, the promoter must be able to demonstrate availability of Bridging finance of 20% of the total eligible costs of the project
