Congestion and unreliability keeps METRO from using SR 1 for bus services 3. SR-1 shoulders lack the width and structural section to support bus-on- shoulder operations without significant construction – although there is some potential in the SB direction 13
K EY EY F IND GS – S ANTA C RU RUZ C OUNT NTY ( CO CONT ) NDINGS Interim Bus-on-Shoulder - Alternative 1 – • Segment C from RR bridges to Freedom Boulevard is the best near term opportunity Existing and planned auxiliary lanes will 4. provide an opportunity for bus-on- shoulder operations, Alternatives 2A & 2B. Must be implemented in coordination with each stage of the auxiliary lane project. Alternative 2A is the most effective with the • least cost. Operationally superior. 14
