Since January 2017, We have listened and learned Estes ECE, Inc. ▪ From our Estes Valley community August 2018 ▪ From our Estes Valley partners at EVICS and the Family Advisory Board (FAB) ▪ From our CAST community brethren ▪ From childcare leaders across Colorado ▪ From the Estes Park EDC Childcare Needs Assessment Estes Park EDC Childcare Services Committee (CSC) Jan 2017 Realtor Board 11012018

We have chosen to follow Breckenridge’s model ▪ Breckenridge leads Colorado mountain communities in delivering high quality Early Childhood Education (ECE) ▪ Public tax support for childcare/ECE is a central element of their model ▪ This public support is a critical element of the model because in all Colorado mountain communities a major element of ECE, infant/toddler care, is a market failure ▪ The Town of Breckenridge currently provides public tax dollars in support of 4 non-profit childcare centers to ensure full cost recovery ▪ The model specifically focuses public funding on delivery elements that correlate with the broad accessibility of high quality Early Childhood Education: tuition assistance to families and teacher salary subsidies to the centers ▪ Their model is based upon a 60 child childcare center concept supporting children from 6 weeks through Pre-K ▪ The model balances the classroom size and instructor ratios in a manner that allows the centers to effectively offer infant/toddler care as part of the overall ECE mix Realtor Board 11012018

The Breckenridge model tells us ▪ Childcare/Early Childhood Education programs in mountain Colorado communities require public funding to provide infant/toddler support ▪ This is our #1 need in the Estes Valley ▪ Community funded Early Childhood Education programs need to be operated by non-profit corporations ▪ Consolidated service delivery is the most cost effective solution ▪ Breckenridge has been at this for 20+ years ▪ They have told us that if they could do it again they would consolidate all of their different childcare operations into a single non-profit to reduce operational and funding complexities, board duplication and staff recruiting and retention issues ▪ Teacher recruiting and retention associated with salaries/benefits/housing remain the top issues in supporting high quality Early Childhood Education programs in mountain Colorado communities Realtor Board 11012018

ECE Campus ▪ An ECE campus will support two childcare/ECE centers joined together and sharing common infrastructure and common administrative services ▪ The concept is focused on minimizing the total operational cost required to deliver high quality ECE services ▪ Each center will have a capacity of 60 children with an age mix from 6 weeks through pre-K following the Breckenridge model ▪ Centers will be constructed on a demand basis adding 60 slot increments of capacity as required ▪ An ECE campus, built out with 2 centers, will therefore support 120 children ▪ A minimum of 4 acres of land is required to support an ECE campus (two centers, access, parking and playgrounds) ▪ Two ECE campuses will support a total of 240 ECE slots which is the current proposed full build out Realtor Board 11012018

High Quality Staff ▪ Recruiting and maintaining high quality staff is a major issue here in the Estes Valley ▪ Salary levels and housing availability that allow our staff to live in the Estes Valley will be key to attracting and retaining talented staff who have plenty of front range options for their talents ▪ In addition, we have been discussing how to develop programs that draw regional and national interest to our centers Realtor Board 11012018

Research and Degree Programs ▪ In the coming year, we want to aggressively work to develop close working relationships with CU/CSU ▪ From these relationships we want to develop two programs ▪ A longitudinal research program ▪ A Intern/Master Degree program ▪ The end goal is to create a powerful recruiting and retention tool that differentiates our programs from those along the front range Realtor Board 11012018

Our Funding Model ▪ Estes ECE, Inc’s funding model assumes three funding sources ▪ The first involves the parents ▪ The second involves long-term, stable public tax-based funding ▪ The third involves significant capital grants from organizations, corporations and foundations Realtor Board 11012018

Grant Programs and the Estes ECE Investment Fund ▪ Our business model is focused on capital grants to fund our facilities while public funding and family contributions enable full operational cost recovery ▪ Therefore major grant funding and grant matching funds are critical to our success ▪ We are in the process of creating the Estes ECE Investment Fund as the means of developing these matching funds ▪ The funds will be managed be the Community Foundation of Northern Colorado for Estes ECE, Inc ▪ We believe that the fund will need to exceed $1.5M by the time we have a solid public funding source for us to proceed with major capital grants ▪ Funding for the Estes ECE Investment Fund needs to come from all major public and private employers within the Estes Valley as well as donations from smaller businesses and individuals Realtor Board 11012018

  11. We Need Your Active Support 2018-2020 ▪ As Realtors, we need you to be our advocates in the community! ▪ At a gut level you need to understand the need for every child in the Estes Valley to receive high quality Early Childhood Education ▪ Understand why we need public funding to achieve our goals ▪ Help us achieve public funding in the May 2020 election cycle ▪ Help guide us through the process of funding the Estes ECE Inc. Investment Fund prior to the election so as to enable major capital grants post public funding approval ▪ Finally, we also need your financial help now to enable us to complete the IRS Form 1023 process that is a requirement for us to be a fully compliant federally tax-deductible 501(c)(3) ▪ The process will cost $2,000 and will take 6-9 months to complete ▪ $1400 in consultant fees and $600 in IRS application fees Realtor Board 11012018
