  4. How GISD Secured SECO Loan • Power Factor Correction • HVAC Optimization – 2 HS & 1 ES • Financials – Total Cost: $6.35MM; Simple Payback: 15 Years; Projected Annual Savings: $450,000 • Initial loan application, approval, construction and loan repayment schedule

  5. SECO LoanSTAR Program • Initiated in 1988 as a statewide energy efficiency program • Funded through Petroleum Violation Escrow Funds • Largest building conservation program ran by the state

SECO LoanSTAR Program • Texas State Energy Conservation Office (SECO) • Low interest loan for utility cost reduction measures • Funds are paid by Owner, reimbursed by SECO then paid off through savings • Detailed process including Engineering Assessment Report, 3rd party oversight, administered by SECO

  7. Qualification Requirements • Public/Government Facility • Composite payback of 10 years • 15 years with 50% HVAC • Utility Assessment Report (UAR) by Professional Engineer

  8. UAR Report Typical Energy Saving Measures • Energy efficient lighting • Energy management information systems and metering • High efficiency HVAC systems • Energy & water management • Whole building commissioning • Energy recovery systems • Building envelope improvements • Load management
