SECO LoanSTAR Program • Initiated in 1988 as a statewide energy efficiency program • Funded through Petroleum Violation Escrow Funds • Largest building conservation program ran by the state
SECO LoanSTAR Program • Texas State Energy Conservation Office (SECO) • Low interest loan for utility cost reduction measures • Funds are paid by Owner, reimbursed by SECO then paid off through savings • Detailed process including Engineering Assessment Report, 3rd party oversight, administered by SECO
Qualification Requirements • Public/Government Facility • Composite payback of 10 years • 15 years with 50% HVAC • Utility Assessment Report (UAR) by Professional Engineer
