Context Why are we updating the Secondary Plan? • Clarington recently updated its Official Plan • The Official Plan identifies the need to update a number of secondary plans across the Municipality Bowmanville West
Context What is a Secondary Plan? 1. Vision, • A Secondary Plan provides Goals/Objectives more detailed plans and policies beyond the Municipality’s Official Plan for a 2. Context History and Policy Context • The Bowmanville West Urban Centre Secondary Plan was approved in 1993 and subsequently updated in 2002 • The original Plan was prepared to capitalize on opportunities for shopping and commercial development • The Plan always envisioned that at some point in the future, there would be potential for intensification and mixed-use development • The current Plan needs to be updated to align with Provincial Policy and capitalize on the Province’s investment Bowmanville West

Context Why is Planning Around Station Areas Important? • A number of municipalities are leveraging transit investment to drive growth • The Provincial investment in Clarington presents us with an opportunity to proactively plan land use, transportation networks and infrastructure around the station area Bowmanville West

Context The Study Area • 126 hectares Study Area • Focused on the lands designated in the Municipality’s Official Plan as “Urban Centre”
Context The Study Area GO Station • Metrolinx will be introducing GO rail services in 2023/2024 • Metrolinx has been making a number of investments in the Lakeshore East corridor • The provincial investment in Bowmanville provides an opportunity to proactively plan for growth in Bowmanville West
• Predominant land use in the area is retail commercial Bowmanville West
• The area also includes some mid- rise residential development in close proximity to the GO station • There is an opportunity for additional residential infilling in Bowmanville West Bowmanville West
• There is over 28 hectares of vacant land, un-developed land in the Study Area • There are additional under-utilized lands (e.g. parking lots and one-storey plazas) which could provide opportunities for transit-oriented development Bowmanville West
