  2. The West End Transit Terminal • Transit Windsor currently operates a West End Transit Terminal at the College Avenue Community Centre (CACC) at the intersection of College Avenue and Brock Street. • In 2014, it was announced that the Windsor Essex Community Health Centre (WECHC) would be occupying the CACC facility and Transit Windsor would be required to vacate the terminal site. • In September 2017 the existing driver facilities for the transit terminal were moved out of the Community Centre space and into a site trailer due to space restrictions • The current facility: – serves as a transfer point for connecting transit routes Transway 1C, Crosstown 2, South Windsor 7, Central 3 and Central 3 West – Includes accommodations for four bus bay platform, bus shelters and parking. • A new, permanent, facility is required to restore full functionality of the West End Transit Terminal. The new facility will fulfill the following functions: – Act as transfer point for connecting transit routes (serve same routes as existing) – Provide a dedicated rest area inside the hospital for transit operators .

  3. Site Selection Transit Windsor has been actively looking for an alternative location for the west end terminal. A number of sites were considered including: • University Mall • University of Windsor Campus. The owners of these lands offered little interest for partnering with Transit Windsor to house a terminal site. Old Sandwich Towne was also considered, however the required space was not available. After an extensive search, a proposed site has been identified on the Hotel Dieu Grace Healthcare Tayfour Campus located at 1453 Prince Road. The proposed site is the preferred location because: It meets the Transit Supportive Guidelines that Transit Windsor follows with regards to • terminal locations. The hospital is a fare generator meaning it is a community gathering point for various • reasons. The hospital provides a safe transfer point with a waiting area in the lobby, a café and • security services.

  5. Transit Windsor Routes To service the new Transit Terminal, Transit Windsor route modifications will be required. Route changes are required for route: • Transway 1C • Crosstown 2 • Central 3 • South Windsor 7

Project Process – Transit Project Assessment Process The Transit Project Assessment Process (TPAP) streamlines approved transit projects under Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings by: • Exempting proponent from Part II of the Environmental Assessment Act Proponents are not required to complete a formal Environmental Assessment if using the • streamlined process • Approval from the Minister of the Environment is not required before proceeding; as long as the prescribed steps are completed within the specified timeframe (120 days from issuance of Notice of Commencement). The Notice of Commencement was filed on July 23, 2018. Why is this project being completed via the TPAP? The existing West End Transit Terminal is currently operating out of a site trailer. To expedite the approvals process for construction of a new facility, the TPAP process offers a streamlined approach. Benefits of the TPAP process include: • Regulated timeline for study process (120 days from Notice of Commencement) • Consultation process to accommodate and incorporate public/agency comments • Public review period for final Environmental Project Report (EPR).

  8. Design Option A • Buses enter from hospital entrance drive • Landscape screening along west and south • Buses exit onto Glenfield Street sides of property • All buses pickup/drop-off at center median • Additional landscaping between site and Prince Road

Design Option B • Buses enter and exit hospital entrance drive • Landscape screening along majority of west • Two separate bus pickup/drop-off points and south sides of property • Improvements to hospital drive required • Some additional landscaping between site and • Trail connection to Glenfield St. Prince Road

  11. Option Evaluation All design options were evaluated to determine a Preferred Alternative.   12. Preferred Alternative Following review of the site options, Design Option A has been identified as the preferred alternative and will be carried forward to detailed design.
