Transit Prioritization legislation now requires that large transit agencies complete a Transit Strategic Plan (TSP) every 5 years Transit TSPs are required for agencies that satisfy both of the following size requirements: Strategic The agency must serve an urbanized area with Plans 50,000 or more people, and The agency must operate a fleet of 20 or more vehicles TSPs will replace the Transit Development Plan (TDP) for agencies that complete one 2

Primary Goal: To create a strategic blueprint Transit outlining desired changes that will improve the provision of transit services throughout each Strategic agency’s service area within existing funding Plans structures. 5
The TSP Process Includes: 1. Development of a Strategic Vision for the Transit agency 2. Completion of a System Performance and Strategic Operational Analysis identifying areas where the agency needs to improve to achieve the Plans strategic vision 3. Identification of desired Service Improvements and Modifications 4. Development of an Implementation Plan and a Financial Plan outlining when changes will be made and how they will be funded 6
Agencies that do not satisfy the TSP size requirements will need to complete a Transit Development Plan (TDP) every 5 years Transit The updated TDP process includes: Development 1. Identification of Goals, Objectives, and Service Plans Standards 2. Completion of a System Performance Analysis identifying areas where the agency needs to improve 3. Identification of desired Service Improvements and Modifications 4. Development of an Implementation Plan and a Financial Plan outlining when changes will be made and how they will be funded 7
Minor updates will be necessary for agencies that are operating under both TDPs and TSPs A Minor Update should address changes to : Minor Updates Organization and governance Fares, services, and facilities for TDPs and Available funding TSPs Economic conditions Demographic and employment patterns Changes in federal and state laws and regulations Minor Update Process: Agencies must submit an update letter to DRPT and the designated MPO Due each year (date TBA) 8
