What is a Comprehensive Plan? • Missouri State Statute- Chapter 89 • A guiding document, developed with citizen input, to layout a vision for future growth and development • Establish goals and objectives • Land use • Influences the zoning code and future policy decisions • It is NOT a zoning ordinance/ code
