  9. Letters of Support June 11, 2015 FILE NO.: 1-1-4 To Whom It May Concern Re: Letter of Support The City of Dawson Creek would like to offer its support to AltaGas Ltd. (AltaGas) for its regional liquefied natural gas (LNG) strategy, and its efforts to build a permanent LNG liquefaction facility within the city limits. The City would also like to offer its support to Pacific Northern Gas (N.E.) Ltd. (PNG) in creating and offering a competitive transportation tariff to ensure the economic viability of the proposed LNG facility. AltaGas and PNG are both valued members of the business community. The community has benefited from the AltaGas Bear Mountain Wind Park, generating clean, renewable electricity for the rest of the province. The community has also benefited from the safe, secure natural gas service provided by PNG. The local availability of LNG aligns with the City’s guiding policies, offering both residents and the municipality the opportunity to reduce greenhouse gas emissions through the use of low carbon and alternative fuel supplies. The City supports LNG and wishes to encourage the development of a permanent liquefaction facility in Dawson Creek. If you have any questions regarding this letter of support, please do not hesitate to contact me directly at (250) 784-3616 or via email at mayorbumstead@dawsoncreek.ca. Yours truly, Dale Bumstead Mayor

  10. Letters of Support February 25, 2016 Pacific NorthWest LNG Project Canadian Environmental Assessment Agency 410-701 West Georgia Street Vancouver, British Columbia V7Y 1C6 Via email: GNLPacificNorthwestLNG@ceaa-acee.gc.ca Dear Canadian Environmental Assessment Agency, I am writing to you today to express my support for the Canadian natural gas and liquefied natural gas industry. We have a keen interest in the federal environmental and regulatory assessments currently underway for resource projects in Canada. In particular, at this time we watch the progress of the Pacific NorthWest LNG project. Given the current economic challenges facing our country, we feel strongly that now is the time for us to collectively work together to ensure progress in the creation of a Canadian LNG export industry. In order to avoid a decline in natural gas production, Canada needs to connect to global liquefied natural gas markets which have already been well established in the Pacific Rim, an area where the Pacific NorthWest LNG has already secured buyers. Canada has a tremendous natural gas resource and it’s critical to work within market windows to seize the opportunity of an LNG export industry. Strengthening the long-term viability of Canada’s natural gas industry with approval of projects like Pacific NorthWest LNG brings significant economic benefits for Canadians, including significant contributions to government revenues, local job creation and regional economic development. Thank you for your thoughtful consideration of these impactful factors in your decision of the Pacific NorthWest LNG project. Sincerely, Mayor Dale Bumstead City of Dawson Creek, British Columbia

  11. Letters of Support September 21, 2015 File No.: 1-1-4 Rick Gateman, President Coastal GasLink Pipeline Project 760 Kinsmen Place Prince George, BC V2M 0A8 Dear Mr. Gateman and Mr. Patry: Re: Letter of Support On behalf of the City of Dawson Creek I am pleased to provide a letter of support for the Coastal GasLink Pipeline Project and the Prince Rupert Gas Transmission Project. The export of liquefied natural gas represents a major economic opportunity for British Columbia. The Peace region is experienced in working alongside the natural gas industry and is in line for a larger economic boost related to increased natural gas exploration, production and processing. In Dawson Creek, the increased upstream activity means ongoing business for the energy service sector, transportation, retail and other services. We are pleased that TransCanada’s project teams have made the effort to learn about Dawson Creek area priorities and engage with local government, Chamber of Commerce, landowners and residents. We are also excited about the partnership with Northern Lights College and the opportunities it will bring for students related to skills training and education. We look forward to the implementation of your local participation plans and continuing the ongoing respectful and transparent dialogue. We wish you every success as these two TransCanada projects move toward their final investment decisions, and we look forward to an ongoing relationship for years to come. Yours truly, Dale Bumstead Mayor
