Where the code applies ? Applies to owner of a sewage main and water main that is used by a municipality: • with at least 5000 persons • for human Consumptive use (water main)

Part 1 Notification Required 1-3(1) No person shall commence work on the construction of a sewage (water) main unless that person has: a) notified the minister in the form provided by the minister and provided the minister with any other information or material that the minister may reasonable require; and b) Received a notification number from the minster (2) Every owner of a sewage(water)main who has received a notification number pursuant to clause (1)(b) shall ensure that the notification number is included on all documents required by this chapter to be kept and retained.

Defining Qualified Person Purpose of certifying Environmental Protection Plan: • Professional Engineer/Geoscientists registered with APEGS • Individual designated by the Minister Purposes of certifying a sewage/water main design plan: • Professional Engineer/Geoscientists registered with APEGS • Applied Science Technologist – who has 8 years of experience (in related field) • Individual designated by the Minister
Purpose of Certifying the monitoring and commissioning: • Professional Engineer/Geoscientists registered with APEGS • Applied Science Technologist • Operator holding at least corresponding certificate for the classification of the works • Individual designated by the Minister Purposes of certifying QA/QC sampling and anaytical procedures • Same as above
Notification Process
Acceptable Solution Step 1 Prepare Application Package: Timeline : 1-2 days gather the required information and documentation ( Notification form, Stamped design plan, QP certificate) . Step 2 Submit application to WSA.EngineeringandApprovals@wsask.ca Step 3 Receive and reference the Notification Number
Alternative Solution Step 1 Prepare Application Package Gather the required information and documentation. Timeline : Max 45 days (including EPP) Step 2 Submit Application WSA.EngineeringandApprovals@wsask.ca Step 3 Review Approvals group WSA Regina Office Step 4 Receive and reference the Notification Number
General Notes • The notification process will be automated once all the IT infrastructure is in place. • Acceptable Solutions Applications • 5 minutes when the process is automated • Currently 1-2 days as compared to standard 45 days • Alternative Solutions Applications • Will be reviewed on the same platform as the regular PTC with the standard delivery date of 45 days. • Auditing : A detailed audit will be conducted on the randomly selected projects
