Fixed Term Exclusions • FTE Notification • Following the government’s response to The Timpson Report, we now ask for some additional information - Ethnicity - SEN status - Social Care status • We’ve added some information to the form and a link to DfE exclusions guidance.
Fixed Term Exclusions • The ‘other’ category is greyed out as a reminder that it should be used sparingly. • In Halton in 2017- 2018, the ‘other’ category is used in 27% of FTEs compared to 20% nationally. - Expect us to query the use of the ‘other’ category if another category would be more appropriate.
Fixed Term Exclusions • Should be sent to Vanessa.nice@halton.gov.uk hbss@halton.gov.uk preventingexclusions@halton.gov.uk Hopefully, your SIMs will have communicated the information to our system but this will create a ‘failsafe’ to ensure that we record ALL FTEs correctly.
Fixed Term Exclusions • Similar to Summer Term, we will be checking FTE data with schools 3 times a year (hopefully in-line with Census dates so that you have additional assurance that your data is accurate)
Fixed Term Exclusions • CARE schedule was designed to be a working document. It should be completed after the first FTE and then updated as appropriate. • HBSS can give advice on strategies that may have a positive impact on CYP demonstrating challenging behaviour in order to reduce the risk of PEX. • Consider whether the FTE is as a result of unmet SEN.
Permanent Exclusions • PEX notification • This form has also recently been updated to include additional information required since The Timpson Report. • We ask that you complete the most recent form and not previous versions of it.
Permanent Exclusions • Available as a ‘sounding - board’ in advance of any decision to permanently exclude. • There is an expectation that there is a level of challenge around PEX from the LA and this is better if its before the final decision has been made.
Permanent Exclusions • If the school suspect an additional need, the SEN Code of Practice should be followed and there should be evidence of APDR cycles in place. • Unless the PEX is as a result of a completely unexpected incident, the LA expect that there is a CARE schedule in place and that it has been reviewed.
Documentation • All relevant documents are available on HBSS’s section of Halton’s Local Offer. • HBSS are a responsive service and will respond to queries from schools quickly. • We can support with capacity-building in school and are proactive in supporting you to develop staff skills. • We offer a range of training and can develop training bespoke to your setting.
