GUIDING DOCUMENTS AND STATUTES • CRS – 24-32-2107 (1) EACH POLITICAL SUBDIVISION SHALL BE WITHIN THE JURISDICTION OF AND SERVED BY THE DIVISION AND BY A LOCAL OR INTERJURISDICTIONAL AGENCY RESPONSIBLE FOR DISASTER PREPAREDNESS AND COORDINATION OF RESPONSE. (2) EACH COUNTY SHALL MAINTAIN A DISASTER AGENCY. • STATE EXECUTIVE ORDER – D-013-03 • FEDERAL REGULATIONS / REQUIREMENTS. MANY GRANTS AND FEDERAL FUNDING ARE NOW TIED TO MAINTAINING EMERGENCY DISASTER PREPAREDNESS AND PLANS – FEDERAL REQUIREMENTS THAT ALL COMMUNITIES IN THE UNITED STATES BE PART OF A COMPREHENSIVE EMERGENCY RESPONSE PLAN (EPCRA SECTIONS 301-303) • FEMA • HOMELAND SECURITY PRESIDENTIAL DIRECTIVE 5 AND 8

  4. PURPOSE FOR AN EMERGENCY OPERATIONS PLAN PROVIDE A FRAMEWORK TO RESPOND EFFECTIVELY IN A COORDINATED COMMUNITY WIDE EFFORT TO A LARGE SCALE SITUATION OR MAJOR INCIDENT.

EMERGENCY OPERATIONS PLANS (EOP’S) GOALS / ASSUMPTIONS • THE MUNICIPAL AND COUNTY EOP’S ARE DESIGNED TO WORK WITH EACH OTHER AND ARE COMPATIBLE WITH ONE ANOTHER • DESIGNED FOR AN ‘ALL-HAZARDS APPROACH’ • MANAGES DISASTERS IN A CONSISTENT – EFFECTIVE WAY • SHOULD BE FLEXIBLE ENOUGH TO BE APPLICABLE TO ALL JURISDICTIONS • FUNCTIONAL FOR ALL DISCIPLINES • IT CAN BE USED FOR ANY SCENARIO OR INCIDENT – JUST SCALE UP OR DOWN AS NEEDED • IMPROVE COMMUNICATION AND COORDINATION BETWEEN PUBLIC AND PRIVATE ENTITIES

DISASTER DECLARATIONS THE DECLARATION PROCESS • STEP #1 – CONDITIONS INDICATE A LOCAL DISASTER IS LIKELY TO OCCUR OR HAS ALREADY OCCURRED • STEP #2 – LOCAL DISASTER IS DECLARED BY THE APPROPRIATE ELECTED OR APPOINTED OFFICIALS • STEP #3 - REQUEST FOR THE NEXT HIGHER LEVEL OF ASSISTANCE IS MADE • STEP #4 – IF NEEDED THE STATE GOVERNMENT (GOVERNOR) REQUESTS PRESIDENTIAL DECLARATION

DISASTER DECLARATIONS WHAT DOES THE DECLARATION ACCOMPLISH? • STATES PUBLICLY AND FORMALLY THAT CITIZENS ARE IN NEED OF ASSISTANCE BEYOND THE SCOPE OF NORMAL OPERATIONS AND RESOURCES • ACTIVATES MUTUAL AIDE AGREEMENTS, EMERGENCY OPERATION PLANS, PARTICIPATING AGENCIES, AND ASSISTANCE OR ASSETS AS NEEDED • CONFERS AUTHORITY FOR THE CONTROL, RESTRICTION, ALLOCATIONS OR REGULATION OF CONSUMABLE GOODS (I.E. FOOD, WATER, FUEL, CLOTHING, GOODS, SERVICES, AND RESOURCES) • TO GAIN ACCESS TO TABOR EMERGENCY RESERVES / QUALIFY FOR CERTAIN TYPES OF STATE AND FEDERAL DISASTER ASSISTANCE • SUPPORTS ENACTMENT OF TEMPORARY EMERGENCY RESTRICTIONS AND / OR CONTROLS

EXPECTATIONS • DURING A DISASTER YOU WILL LIKELY RECEIVE CALLS FROM YOUR CONSTITUENTS, FRIENDS AND FAMILY: • THROUGH THESE CONVERSATIONS YOU MAY BE ABLE TO COLLECT INFORMATION FROM RESIDENTS AND BUSINESSES THAT YOUR CAN FUNNEL TO THE RIGHT AGENCY OR DEPARTMENT FOR ACTION. INFORMATION CAN SAVE LIVES • IT IS EVERYONE’S RESPONSIBILITY TO MANAGE PUBLIC EXPECTATIONS ABOUT WHAT THE GOVERNMENT CAN OR CANNOT PROVIDE DURING OR AFTER A DISASTER. • IT IS VERY HELPFUL & NECESSARY WHEN YOU REASSURE CONSTITUENTS THAT THEY KNOW THAT THEIR GOVERNMENT IS STILL FUNCTIONING AND IS WORKING VERY HARD TOWARDS MITIGATING AND RECOVERY FROM THE DISASTER – BE AWARE OF EXPECTATIONS
