Town of Hayden *Emergency Declaration of Disaster* Background, status and need
Background on current situation facing the Town of Hayden • At this time the Town of Hayden is facing a potential situation that threatens to overwhelm the Town’s resources both in resources and economically • The Town and Staff have taken / followed the State’s executive orders (as declared under the State of Colorado’s Disaster Declaration), recommendations and directives from the Colorado Department of Public Health and Environment (CDPHE) and Routt County Emergency Management • This has included limiting public access to Town Facilities, re-enforcing a “stay at home sick” policy, remote access and working remotely, the closure of restaurants, bars and gatherings, working with the school on their closures, increase in training and awareness of social distancing, working with the Airport as service and flights are reduced, cancelling of Park and Rec’s programs, adoption of a Public Information Protocol so there is a consistent message at the Town, County and State level are several examples of Town actions over the past week.
Why has Hayden taken these steps? ▪ Simply – There is the possibility that the pandemic that is impacting the world will (is) impacting the Town of Hayden ▪ What is Coronavirus? – COVID -19 / Coronavirus / SARS-CoV-2 (Severe acute respiratory Coronavirus 2 – COVID-19 symptoms include cough, fever and shortness of breath. COVID-19 can be severe, and some cases have caused death. – The new coronavirus can be spread from person to person. – There is no coronavirus vaccine yet. Prevention involves frequent hand-washing, coughing into the bend of your elbow and staying home when you are sick.

What do we do? ▪ Stay Calm – In many areas people are scared or in denial – The unknown and perception of a life threatening anything brings on the panic we have seen recently ▪ Plan / Engage in Mitigation and Response – Encourage Social Distancing – Washing hands – elbow bumps – No large gatherings – Stay home as much as practical ▪ Start planning for recovery – This will pass. The world will be different but the threat will pass. ▪ Start with a Declaration of Disaster
Why do we (The Town of Hayden) need a Disaster Declaration ▪ States publicly and formally that citizens are in need of assistance beyond the scope of normal operations and resources ▪ Activates mutual aide agreements, Emergency Operation Plans, participating agencies, and assistance or assets as needed ▪ Confers authority for the control, restriction, allocations or regulation of consumable goods (i.e. food, water, fuel, clothing, goods, services, and resources) and services ▪ To gain access to TABOR emergency reserves / Qualify for Certain types of State and Federal disaster assistance ▪ Supports enactment of temporary emergency restrictions and / or controls
Final Thoughts ▪ This is not going to be a short term situation ▪ While Hayden does not have a confirmed case (yet) common sense indicates we will before long – We will need assistance as our resources are limited ▪ If not flattened the medical system will be overwhelmed shortly ▪ There are currently SEVERE economic impacts in our Town ▪ These are likely to get worse before getting better ▪ We want to be pre-positioned to take advantage of State and Federal Assistance when it is available ▪ As dynamic as this outbreak is we need to be able to do things very quickly to protect as many people as possible
