TA Rulemaking • TA grants currently operating under OWEB Grant Program rules • Board authorized TA grants rulemaking at July 2017 meeting • Rules Advisory Committee met with OWEB staff in the winter/spring to help develop rule language • Public comment on draft FIP rules in May
Proposed TA Rules • Utilizing existing “Division 30” (695- 030- xxxx) • Much of the content found in the proposed rules is consistent with existing rules for restoration and stakeholder engagement grants
Categories of TA Grants In reviewing existing TA grants, OWEB staff • and RAC placed TA grants into three categories: Resource Assessment and Planning Grants Technical Design and Engineering Grants Organizational Technical Assistance Grants
Eligibility and Application Requirements • 695-030-0025, Eligibility • 695-030-0035, Application Requirements • Based off of Stakeholder Engagement Grants Rules
Evaluation Criteria • Evaluation criteria developed specifically for each TA category (695-030-0045): Technical Design and Engineering Grants Resource Assessment and Planning Grants Organizational Technical Assistance Grants
Funding Paths TA grants follow one of two paths to be awarded: 1. Board makes the funding decision (e.g., Open Solicitation grant offering) 2. Board delegates funding to the Director to enter into grant agreements (e.g., Governor’s Priority grants) Questions on either ‘Technical Review Process’, ‘Staff Funding Recommendation Process’, or ‘Funding Decision’ rules?
