Issues Most reported/observed issues: • sidewalk-riding • sidewalk-parking (by riders) obstructing pedestrians • perceived unsafe/erratic rider behavior • riders under 18 (the operators’ minimum age) • not relocating misparked e-scooter within 2 hours of report • deploying (by companies) in main pathway of a sidewalk • not limiting top speed to 10 mph • deploying too many e-scooters at any one location 5

Topics for Analysis of Pilot • Parking impacts on pedestrian, bike, or vehicle safety and circulation • Number and types of breaches, by vendor, and resolution • Communications from operators to users and community • Fleet size • Equity (e.g. of access, distribution, use) • Comparison of crash rates to other transport modes • Mode replacement • High-use areas and routes within the County • Community response during pilot Summary: Analysis to inform staff’s recommendation to County Board about reasonable County response to this new mode 8

Recent State Legislation • “Motorized scooter” added to state code • Sidewalk riding allowed, unless prohibited by ordinance – County prohibits sidewalk riding in the demonstration • Top speed of 20 mph allowed, unless prohibited by ordinance – County requires 10 mph for scooters in the demonstration • Staff will be advised by County Attorney's Office on meaning and options 9

Timeline • May-Sep: Public outreach continues and data analysis • Jun: Request County Board extend demonstration • Oct: Board receives analysis results and recommendations from staff, gives direction • Nov-Dec: Staff implements direction from County Board and Attorney's Office regarding changes to demonstration, new regulations, etc. • Jan: Scooters operate under new program or regulations 10
