Micromobility Overview • Zero-emission personal mobility device, powered by human propulsion or electric motor • Examples: e-bike, e-scooter, e- moped, e-tricycle, cargo bike, pedicab NORTH SHORE E-SCOOTER PROPOSAL
Active Transportation is Essential Transportation • Micromobility aligns with Council objectives: • Diversify and expand range of mobility options • Reduce GHG emissions by the community with use of zero emissions mobility devices • Opportunity to continue trend in reducing traffic congestion • Transportation impacts of COVID-19 likely to last long after we return to ‘normalcy’ • Promote sustainable transportation that aligns with physical distancing requirements NORTH SHORE E-SCOOTER PROPOSAL

MOTI Micromobility Pilot: Overview • District submitted proposal in collaboration with DNV and CNV (March 2020) • Pilot to last no more than three years • MoTI evaluation of proposals (ongoing) • Municipal consent required to proceed • New regulations would come into force only in pilot municipalities NORTH SHORE E-SCOOTER PROPOSAL
MOTI Micromobility Pilot: Next Steps • MOTI to develop regulations for pilot (summer 2020) • MOTI to announce municipal partners & regulations (Summer/Fall 2020) • Municipalities to develop regulations suited to their local context, including where, when, and how e-scooter riders should behave on different types of streets • Key considerations • Report back to Council NORTH SHORE E-SCOOTER PROPOSAL
Recommended Option Consent to continued participation in the micromobility pilot proposal to allow personally- owned devices like e-scooters to be used on select municipal roadways. This will allow the District to move forward alongside its partners on the North Shore and the Province in a timely manner. NORTH SHORE E-SCOOTER PROPOSAL
