Why allow SMDs? • New car-free transport option • First/last-mile connection to transit • Improve air quality • Decrease congestion • Another “tool in the toolbox” 3
History in Arlington • June 2018 – Bird deploys 500 scooters • September 2018 – County Board approves pilot program • October 2018 – Pilot launches in Arlington – Lime and Bird approved – 700 scooters (350 per company) • November 2018 - New operators apply - E-bikes on their way 4
Pilot Program • 9-month pilot program: – October 1, 2018 – June 30, 2019 – Initial fleet size of 350 devices per mode per company – Allow growth if performance metrics are met – Set speed limits (10 mph for scooters, 15 for e-bikes) – Correction of mis-parked devices by operators – Data-sharing – $8,000 permit fee to fund staff and consultant time – $5,000 surety bond if operator goes bankrupt 5
Evaluation • DES to evaluate pilot to determine its value to County residents, businesses, and visitors, including: – Impacts to pedestrians, cyclists, and motorists – Appropriate quantities of SMDs per mode – Parking compliance from operators – Sufficient communication with riders – Number of riders and trips – Overall satisfaction with program 6
Arlington Trip Data • October 2018 – Two operators: Bird and Lime – 69,189 scooter trips – 75,425 miles traveled 7
Experience • 9 reported crashes • Top 4 Issues in Arlington: – Sidewalk riding – Improper parking – Unsafe behavior – Underage riders Complaint Totals (through 11/26/18) 8
How to Address Sidewalk Riding? Education is key. • From operator – Messaging on SMDs and in app – Customer newsletter • Arlington County & Arlington Public Schools – Messaging from schools, police, etc. – Open house events 9
How to Address Improper Parking? Education is key. • From operator – Ad campaigns, outreach, etc. – In-app safety messages – Safety messages on SMDs 10
Unsafe Behavior & Underage Riding? • Enforcement – Police • Ticket for observed traffic violations • Educate rider on other issues – APS • Education and information campaigns – Public • Report unsafe behavior to Police and operators – Campaigns and initiatives from operators • Ensure underage children cannot access devices – Credit cards 11 – Driver’s licenses

What Parents Can Do • Underage use violates operator policies and County regulations, but… – Ensure children know rules of road – Encourage to ride responsibly – Abide by rules of road – Wear helmet if 14 or under 15
