DBE PROGRAM • U.S. Department of Transportation (USDOT) assists in the funding for this project, which is subject to the requirements of the Federal Aviation Administration (FAA) and 49 CFR Part 26. • 49 CFR Part 26 mandates recipient (City) administers a Disadvantaged Business Enterprise (DBE) Program • Phoenix DBE Program has annual Overall DBE Goal of 4.48% [to be achieved entirely with race- and gender- neutral (RGN) means]

  14. PROJECT DESCRIPTION  The City of Phoenix is seeking a qualified consultant team to provide engineering services to design the relocation of Taxiway Bravo and construction of new acute angle connectors B6 & B9 at Deer Valley Airport (DVT) in accordance with the DVT Master Plan. The project site is located at 702 West Deer Valley Road.  The estimated construction cost is $10.4 million  This project will utilize federal funds and is subject to the requirements of 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program  The design and construction will require phasing of this project consistent with FAA grant funding availability

PROJECT DESCRIPTION  This project consists of designing the relocation and reconstruction of Taxiway Bravo for the entire length, including taxiway connectors to the hold bars and run up areas.  Project also includes the design of Taxiway Connectors B6 and B9, and an add alternate for separation of signage circuiting  Taxiway Bravo is currently at a non-standard distance from the centerline of Runway 7L-25R and needs to be relocated further south  Due to local conditions, Taxiway Bravo will be moved to 300’ centerline to centerline

  16. PROJECT TIMELINE/ TENTATIVE SCHEDULE

  17. SCOPE OF WORK The preferred design consultant shall have:  Design experience in an active airport operations area  Familiarity with FAA Advisory Circulars  Experience in coordinating projects with airport user groups Services may include phased engineering design services

  18. SCOPE OF WORK Design elements shall address, but are not limited to the following:  Demolish existing Taxiway B (full length), north connectors (up to the hold bar), south (full length), and hold-bay pavement  Relocate Taxiway B to the south by 100’ in order for the taxiway to be 300’ centerline to centerline with Runway 7L-25R  New acute angle connectors B6 & B9  Extend existing taxiway connectors that are north of Taxiway B by 150’ from hold bar to the northern edge of the relocated Taxiway B  Reconstruct Connectors B5, B9, and B11 in the same location due to failed pavement

  19. SCOPE OF WORK Design elements shall address, but are not limited to the following:  Install LED lighting on Taxiway B and connectors  Provide new taxiway and connector striping/markers/signage as required  Relocate the Segmented Circle and Supplemental Wind Cone to the south  Address the impact this project will have on the existing storm drain system  Remove and relocate colored rock to and from existing stock piles

SCOPE OF WORK Design services shall include, but are not limited to following: o Perform geotechnical engineering investigations to validate structural pavement and subgrade requirements o Design appropriate thickness of the new Hot Mix Asphalt Concrete (HMA) o Provide airport service roads and traffic controls where appropriate o Design signage and striping of taxiway and connectors per FAA requirements o Provide construction estimates, construction safety and phasing plans, and all required documentation to submit to FAA for FAA and Airport Improvement Program (AIP) grant compliance

  21. SCOPE OF WORK Design Services (cont’d): o Upgrade and replace signage and taxiway lighting o Perform survey to update existing grades o Investigate utility conflicts o Provide updated plan/profile design o Update drainage plans o Provide and update electrical plans

SCOPE OF WORK Design Services (cont’d): o Provide cost estimates and package the project to be constructed in different phases, per grant allocations as needed o Update the design of appropriate airside barricade plan and service road detours o Utilize the City’s web based project management system, Unifier o Complete the Engineers Report required for FAA and AIP grant compliance

SCOPE OF WORK Possible CA&I services shall include, but are not limited to the following:  Provide Construction Administration and Inspection Services per AIP and FAA grant requirements  Review contractor shop drawings and submittals  Review and approve monthly pay requests  Schedule, conduct and provide documentation for regular progress meetings with client and funding agencies  Respond to Request for Information

  24. SCOPE OF WORK Possible CA&I services shall include, but are not limited to the following:  Verify compliance with contract documents  Prepare daily inspection reports for FAA and the project records detailing construction progress  Issue letter of substantial completion  Review contractor’s record drawings monthly and prepare final record drawings  Punch-list development  Conduct pre-final, final, and warranty inspection
