Summer BMSD Comp Plan Workshop July 1 st
✓ Flood Insurance Coverage Improvement Plan assists residents to receive up to 15 percent discount on flood insurance premiums. ✓ Grant and job training programs, small business development, and other resources available from the Office of Economic and Small Business Development. ✓ Community partnerships offer wage assistance for small businesses to hire new employees and increase capacity. ✓ Destination Sistrunk promotes cultural tourism through historic landmarks, wayfinding signs, trolley/walking tours, and an interactive website.
✓ Drainage improvements in Washington Park alleviate flooding along NW 9th Street. ✓ Financial assistance available for minor home repairs and exterior painting. ✓ Closing the Digital Divide in the BMSD Pilot Program offers income eligible households free data and tablets for online access to education, employment and family resources.
✓ Enhanced traffic signal boxes with artwork from local artists that compliments the neighborhoods. ✓ Sistrunk & NW 27th Avenue improvements completed: resurfacing, lighting, landscaped medians, decorative crosswalks, bike lanes, and curb ramps for wheelchair/scooter access. ✓ Traffic studies performed and speed humps installed in response to residents requests.
✓ Neighborhood entryways enhanced with new landscaping and signage. ✓ The County is partnering with nonprofits to build 40 new affordable homes. Down payment and closing assistance available. ✓ Improvements at neighborhood parks include: covered playgrounds, an outdoor fitness center at Delevoe Park, a new community center and outdoor amenities at Lafayette Hart Park. ✓ 18 single family homes in Franklin Park Estates.
✓ Upgrades along NW 27th Avenue include new LED streetlights and other infrastructure improvements. ✓ More BSO deputies assigned to the area for public nuisance and crime reduction team. Plans are underway to install surveillance cameras along public streets to assist law enforcement. ✓ The Residential Rental Registration and Inspection Program addresses rental properties maintenance issues. ✓ Safe Routes Broward mobile app allows quick & easy reporting of non-emergency municipal service issues.

About Central County
Central County-Future Land Use Map Central County BMSD - Existing Land Use 5% COMMUNITY FACILITIES 16% 12% COMMERCIAL 7% 1% TRANSPORTATION RESIDENTIAL 60% OPEN SPACE & RECREATIONAL INDUSTRIAL The Regional Activity Center land use designation shall promote and encourage large-scale development and re-development as well as small parcel infill development and redevelopment that facilitates a coordinated and balanced mix of land uses, providing for: educational facilities; a wide selection of housing types for all income levels; shopping opportunities to meet the basic and expanded needs of students, residents, employees and visitors; research, training and other educational support uses; recreation; and employment opportunities including the use of mixed residential/nonresidential uses.

GOAL Broward County will invest in the Central County Community, including Boulevard Gardens, Franklin Park, Roosevelt Gardens and Franklin Park, to enhance the community, manage services, promote safe streets, and build healthy and vibrant places, consistent the community’s goals. C ommunity Goals • Improve communications between the County, regional agencies and the neighborhood for the provision of local services , more quickly resolve identified issues and develop associated programs: o Enhance communications between Code Enforcement and the community to improve program awareness, compliance and community relations. o Educate property owners about the rental registration program requirements • Remove or remediate chronically vacant and uninhabitable housing OBJECTIVE BMSD 3.1 – Managing the BMSD Policy BMSD 3.1.2 Broward County staff will participate in Central County neighborhoods homeowner association meetings and the Central County Community Advisory Board, and will assist in distribution of the community newsletter. Policy BMSD 3.1.3 By 2018, County staff will update the BMSD web site to provide enhanced information to the community about programs and services.
Policy BMSD 3.1.4 Broward County will regulate development in the Central County Community neighborhoods through the administration of the Comprehensive Plan, Land Development Code, and Zoning Code. POLICY BMSD 3.1.5 Broward County will provide Code Enforcement services to the Central County Community to ensure compliance with zoning regulations, and work with the HOAs to identify code enforcement priorities. Policy BMSD 3.1.6 Broward County shall continue to work with the Central County Community to seek public input on plans , projects, programs, and activities through the following: Policy BMSD 3.1.7 Broward County will promote adaptive building design and techniques for existing, new and remodeling structures to improve resilience to higher temperatures, wind, flood, and fire, such as Leadership in Energy and Environmental Design (LEED) Green Building standards, LEED for Neighborhood Development, and Low Impact Development strategies, and others that also help to reduce energy consumption. Policy BMSD 3.1.8 By 2018, Broward County will develop and implement a program to renovate or redevelop vacant and abandoned single family homes . Policy BMSD 3.1.9 By 2018, Broward County will adopt design standards to improve the aesthetics of commercial properties in the Central County Community. Policy BMSD 3.1.10 Broward County shall plan educational workshops on how to perform basic home improvement projects, beginning with installing smoke detectors .
OBJECTIVE BMSD 3.2 – Enhancing A Safe Community Community Goals • Increase security: Crime Watch , neighborhood policing; eliminate block parties • Improve relationship with BSO: better communication , neighborhood policing, increase patrolling and availability • Remove boarded up houses and improve gateways to the community • Ensure that contractors and employees are “ qualified ” Policy BMSD 3.2.1 Broward County will maintain partnerships between the Central County Community residents and businesses, law enforcement , and fire rescue to address code enforcement , community safety , emergency management, disaster preparedness , and public safety infrastructure improvements, crime prevention , and drug education activities. Policy BMSD 3.2.2 Broward County will continue to coordinate with the Central County Community Advisory Board and neighborhood homeowners associations and civic groups to improve emergency and safety outreach and awareness efforts and deliver information to the residents about relevant County programs and to address community needs. Policy BMSD 3.2.3 Broward County will coordinate with other agencies to address the following issues within the Central County Community neighborhood: o block parties o boarded up houses o gateways improvements
Policy BMSD 3.2.4 Broward County will work with the BSO to improve security through Crime Watch , neighborhood policing and similar programs. Policy BMSD 3.2.5 Broward County will work with the BSO to improve communication with the community leaders, residents and businesses. Policy BMSD 3.2. Broward County will coordinate with regulatory agencies to protect the community from unqualified contractors .
