Local Implementation Plan - Each borough must have a Local Implementation Plan (LIP) setting out how it will develop its transport network - The LIP strategy covers the period 2011-31 and must deliver the transport objectives set out by the Mayor - A 3 year delivery plan, which must be approved by TfL, sets out how boroughs will spend TfL funding (approx. £2m / year) to meet the Mayor’s objectives - The new Mayor is currently drafting a new Mayor’s Transport Strategy (MTS). When this is released, LBH will develop a 3 year LIP delivery plan for 2018/19 – 20/21, which we expect to consult on in late 2017
20mph Speed Limits - Manifesto commitment: 20mph limits at all schools - Jan 2016 - Cabinet Member for Environment approved 20mph as default limit for all residential roads, and main roads in areas of high footfall - Before implementation each area has a consultation so local residents can have a say on the detail - We work with the police wherever speeding is an issue – through initiatives such as Community Speed Watch - 20mph limits have been designed for all schools, and most are already in place. The remaining residential areas in the borough are currently in design
Step-Free Station Access – The new Mayor recently announced £200 million over 5 years… but match -funding can be tricky – Potential match funding to develop detailed designs for Osterley, but no funding for implementation – There is often more potential with overground stations, as tend to be cheaper (e.g. £2m vs £10m) – Syon Lane will be step free this year; Kew Bridge and Isleworth are currently being assessed
Illegal Parking (e.g. on Footways) – Footway and verge parking is illegal in London by default, although roads can be exempted for footway parking where approved by the council – Residents can call Serco directly on 020 8583 5451/2 to report incidents of illegal parking – For longer- term issues, best to contact the council’s parking section (parkingcompl@Hounslow.gov.uk) so they can monitor and target enforcement as required. Call also ask ward cllr to raise casework
Controlled Parking Zones • CPZs can be an effective way to provide sufficient parking for residents in areas of high demand • However, it can be hard to achieve consensus, even after long consultation, and there is risk of overspill • Many CPZs therefore have another consultation after approximately 12 months to check they are working as intended, with the right times and boundaries
School Travel Plans • School travel plans can be considered in two categories: Compulsory (secured via planning condition) or voluntary • Both aim to reduce the number of trips to the school made by the single occupancy private car • TfL accredit travel plans as bronze, silver, or gold • LBH assist schools with delivering travel plans through programmes such as cycle parking and free cycle training
Safe Drive Stay Alive • Engineering, Enforcement, and Education • LB Hounslow and LB Ealing run this with Met Police, London Fire Brigade, and London Ambulance Service • Last October, it was attended by over 3000 pupils from 24 schools across Ealing and Hounslow • Will be running again week commencing 9th October
