The Two Biggest Changes • Members are NOT REQUIRED to log in, current enrollments (including waives and opt-outs) will roll forward unless the member logs in and changes them • OEBB reducing some printing/mailing – reducing costs by reducing paper printing and postage – still ensuring everyone gets the information they need, just in a more cost-efficient way – more details later in this presentation 4
EE Plan Management Open Monday, May 18 th MyOEBB Admin Module https://myoebb.org/oebb/!bms.main Closes Friday, June 19 th If you want ALL your plans and rate structures to STAY THE SAME you don’t have to select plans this year. Simply, send us an email stating your entity wants to keep everything the same: oebb.benefits@state.or.us If we don’t hear from you, and you don’t make any changes, we will assume you want all your plans to stay the same Place Your Logo Here - Align Center 5
Entity Keeping All Plans The Same Members DO NOT need to log in during this open enrollment unless they want to: • Add or Drop a dependent • Add, Drop, or Change a plan • Update personal information (can be done anytime!) ‒ Addresses ‒ Medicare eligibility ‒ Tobacco Status ‒ Beneficiaries Place Your Logo Here - Align Center 6
Entity Dropping Plans • Employees enrolled in a dropped plan will be required to enter MyOEBB and complete open enrollment in order to have coverage of that type • During rollover, OEBB will term this employee’s expiring plan, leaving the employee without coverage as of 9/30/2020 • OEBB will have reports available for entities showing who has missing medical, dental and/or vision plans • OEBB communications will state open enrollment is not required this year, but please check with your employer. If any of your current plans are no longer available to you, you must log in and choose a new plan to have coverage. Place Your Logo Here - Align Center 7
Entity Adding Plans • Certain employees may now desire to enter MyOEBB and complete open enrollment to change plans • These employees will have to take an action to CHANGE their plan selections in MyOEBB to drop their current plan and select the new plan offering • OEBB Open Enrollment packets will show each member’s specific plan offerings in their personalized cover letter (mailed to members’ homes the first week in August) • Entities will need to let their employees know about any new plans they choose to offer Place Your Logo Here - Align Center 8
Surcharge on Double Coverage • Only pertains to OEBB/OEBB, PEBB/PEBB and OEBB/PEBB subscriber double medical coverage • Only charged to ACTIVE employees (no Early Retirees or COBRA) • Only charged to full-time employees (not part-time) • One $5 surcharge per month (even if double-covering more than one dependent) • Mainly will affect spouse/partners double covered • Children are not included unless they are also an OEBB or PEBB subscriber (if their job makes them eligible for OEBB/PEBB benefits) • Any OEBB or PEBB full-time subscriber double-covering any other OEBB or PEBB member will pay $5/month. Surcharge Communications • OEBB and PEBB plan to query our databases and identify members currently fitting the surcharge criteria • OEBB and PEBB will send this group a letter mid-July explaining the surcharge, how it will be applied, and their open enrollment/QSC rights • If these members log in during open enrollment, they will also see disclaimers about the surcharge in MyOEBB • If they don’t log in during open enrollment, they will have been notified by mail prior to open enrollment • We will allow corrections during the correction period Place Your Logo Here - Align Center 10
2020 Changes to Open Enrollment Enrollment is NOT REQUIRED! (Still Aug 15 – Sept 15) OEBB Communications • Preview “self-mailer” early July – electronic only, email and online • Heads-up postcard last week in July – mailed as usual • “Packets” mailed August 1 – #10 window envelope, personalized cover letter, plan comparisons, req’d notices, booklet URL (electronic only) • Not sending a “Required OE” postcard, no posters • Member webinars, presentations/slides/handouts “on demand” • “Saved Enrollment” emails throughout OE • Post-OE (approx. Oct. 1) letters to: members who saved enrollment, but no email in system members with a 12-Month Wait on dental services members with surcharge members missing a medical, dental or vision plan enrollment Place Your Logo Here - Align Center 11
Medical Plan Highlights 2020-21 • Same plan names, same deductibles and OOP maximums • Kaiser Permanente Medical Plan 3 will offer new expanded preventive services prior to deductible • Moda members who already have a PCP 360 selected only need to contact Moda if they want to update their PCP 360 selection. Otherwise, their PCP 360 selection will carry forward. • Moda medical plans will introduce Moda 360. This service will offer a health navigator offering personalized support for chronic conditions, coordination with the member’s PCP 360 and telemedicine expansion. • eviCore is changing under the Moda medical plans: – Members will have an increased initial approval of PT/OT/ST therapies to 12 visits for a 90-day period – An annual alternative care 12-visit limit in lieu of prior authorization
Dental & Vision Plan Highlights 2020-21 • Kaiser Permanente, Willamette Dental Group, and VSP dental and vision plans will remain the same for the 2020-21 plan year. • For the 2020-21 plan year, because members may have had difficulty seeing their dentist during the stay-at-home order, Delta Dental will maintain current incentive levels for members on incentive plans if they did not visit their dentist in the 2019-20 plan year. Members who did visit their dentist will still receive their benefit increase as scheduled. • Delta Dental will introduce a new hypertension identification program.
Optional Plan Highlights 2020-21 Short-term Disability Plans • All employee paid Short-term Disability plans (voluntary and mandatory employee paid ) will have their premium rates reduced by 50%. All other plans offered by The Standard remain the same.
