Assessment ¡ • The ¡lease ¡allows ¡a ¡1% ¡assessment, ¡which ¡at ¡current ¡ appraised ¡values ¡would ¡total ¡over ¡$2.7 ¡million. ¡ • The ¡current ¡assessment ¡is ¡only ¡.3% ¡and ¡totaled ¡$775k ¡in ¡ 2018. ¡ • Including ¡the ¡trash ¡billing ¡the ¡total ¡amount ¡collected ¡is ¡ $1 ¡million ¡or ¡12% ¡of ¡Lakeside’s ¡annual ¡revenue ¡and ¡less ¡ than ¡15% ¡of ¡total ¡expenses. ¡ • Currently ¡assessments ¡only ¡cover ¡about ¡90% ¡of ¡ allowable ¡sanitary ¡and ¡street ¡expenses ¡each ¡year. ¡ ¡The ¡ deficit ¡is ¡covered ¡by ¡the ¡remaining ¡operaAng ¡budget. ¡ • Transparency ¡-­‑ ¡post ¡the ¡running ¡ledger ¡of ¡allowable ¡costs ¡ versus ¡assessment ¡and ¡trash ¡collecAon. ¡

Infrastructure ¡ Why ¡is ¡infrastructure ¡project ¡coming ¡up ¡now? ¡ • The ¡infrastructure ¡work ¡actually ¡started ¡early ¡in ¡the ¡ master ¡planning ¡process, ¡with ¡a ¡13 ¡page ¡Infrastructure ¡ ExisAng ¡CondiAons ¡report ¡issued ¡by ¡Korda ¡Engineering ¡in ¡ May ¡of ¡2017. ¡ • Behind ¡the ¡nice ¡glossy ¡master ¡plan ¡summary, ¡there ¡was ¡a ¡ lot ¡of ¡preliminary ¡detail ¡and ¡data, ¡mostly ¡completed ¡by ¡ January ¡of ¡2018. ¡ – 25 ¡pages ¡of ¡detail ¡on ¡infrastructure ¡exisAng ¡condiAons ¡ – In ¡the ¡recommendaAons ¡(a`er ¡the ¡glitzy ¡stuff) ¡the ¡infrastructure ¡ is ¡menAoned ¡last ¡under ¡the ¡Atle ¡“supporAng ¡ recommendaAons”. ¡ – However, ¡the ¡final ¡secAon ¡of ¡the ¡detail, ¡labeled ¡“overview ¡and ¡ prioriAzaAon”, ¡the ¡building ¡audit ¡is ¡the ¡first ¡thing ¡menAoned ¡ and ¡the ¡infrastructure ¡improvement ¡is ¡the ¡second. ¡
