Rose Peddler Complaints Taken from 911 call records • Common Complaints – Rose Kids selling roses, causing disturbance, blocking business entrance, harassing customers, leaving trash, blocking sidewalk – Trespassing and damaging trees • More serious complaints – Going through apartments next to business and throwing items down on customers – Rose kids crea4ng diversion while one tried to grab a woman’s wallet – Rose kids stealing a moped, something stolen by rose kid – 12 to 15 rose kids selling roses and harassing customers – Rose kid tried to sneak into cash drawer – Rose kids in the stairwell and spiYng on people

Illegal Rose Peddler Observa4ons This is an organized enterprise • Supported by adults with 8 to 17 year old youths as labor • Training ground for youths for a life of crime • Develops experts at avoiding police • They know police tac4cs and limita4ons • Unin4midated by home / business owners • Can become very aggressive when confronted • Can assume all are armed with knives to cut palm fronds • Collec4ng palm fronds from private property SOB and all across peninsula • Charleston Causing considerable property damage that goes unno4ced in public view • Operate mainly on weekends when school is in session • Operate every day when school not in session • Heavy par4cipa4on on major city events and holidays •
