  4. Pavement Management History Started in 1994 Completed 80.5 Miles 6850 Assessments

  5. Why do Pavement Management?  Keep roads in good structural condition.  Maintain infrastructure in good working order.  Maintains property values.  Enhances the community with good planning practices.

  6. Typical Household Maintenance and Replacement • Roof • Needs replacing at 18-30 years • Asphalt Driveway • Needs regular maintenance with a life • expectancy of 20 years • Appliances • Washing Machine – 14 years • Refrigerator - 19 years • Stove – 13-20 years

  8. Year Constructed  Street and Utilities Originally Constructed in 1974  80 th Street and Jamaica Avenue Interchanges constructed in 1982.  Minor alignment changes due to interchange work  Ongoing maintenance over past 45 years.

  9. Existing Pavement Assessment & Testing Methods used to test and assess the existing pavement condition:  Pavement Condition Index (PCI) Rating  Test Pits  Falling Weight Deflectometer (FWD) and Ground Penetrating Radar (GPR)

  10. PCI Rating Pavement is in very poor condition, with a PCI of 20 or less

  11. Test Pits  18 test pits were dug to determine the existing pavement and gravel base thicknesses, as well as evaluate the subgrade soils

Utility Inspections The following inspections are completed to determine what utility repairs will be required  Visual inspection of all storm/sanitary sewer structures  Televising of all storm/sanitary sewer pipe  Spot excavation of water main valve boxes to inspect the condition of valve bolts (will occur prior to street work)

Assessment Terms • May be paid within 30 days of adoption to avoid any interest charges. • Assessment payable over 15 years. • Interest Rate is 1.5% above the bond rate. • Partial payment is allowed (minimum $500). • Pending assessment is listed for the property once the project is ordered. • Deferral is available (disability, military, 65 years of age or older) - Proof is needed for deferrals. Interest still accrues during deferral period.

Schedule • Feasibility Report Ordered – June 6, 2019 • Council - Feasibility Report Approval, Order Plans/Specs – December 18, 2019 • Council - Call for Public Hearing – January 15, 2020 • Neighborhood Meeting – February 13, 2020 • Public Hearing – February 19, 2020 • Construction Starts Spring of 2020 • Construction Completed Fall of 2020 • Assessment Hearing – October 2020
