We were graded a “Good” service which gave “Good” value for money. Hounslow Youth Service Detached & Outreach Team The Role of the Detached & Outreach Youth Work Team in providing support for young people and preventing youth-crime and anti-social behaviour
Hounslow Youth Service’s DETACHED & OUTREACH TEAM DOT Background � The Detached and Outreach Team was established at the beginning of 2004 in order to counteract anti-social behaviour and youth crime on Hounslow’s “Hotspot” estates, and was one of the success stories of the year. Funded by Hounslow’s Youth Service & Hounslow’s Community Safety Partnership and managed by Hounslow Youth Service, the team of three full-time workers and a part-time support team made a real difference to the communities in which they worked over the year. � Estate clean-up days, multi-information fun days, murals, workshops, activities, trips and residentials for young people were all part of their successful work in offering young people positive and exciting alternatives to boredom. � Continued funding via the Community Safety Partnership and a much-increased contribution from the Youth Service as a result of an increase in funding from the Local Authority meant that for 2005/6 we were able to expand the scope of the project from 3 to 5 area teams.
Hounslow Youth Service’s DETACHED & OUTREACH TEAM DOT Background � During that first year of operation, according to Met Police figures, Youth Crime and anti-social behaviour recorded in the DOT team’s areas, were reduced by 45-50% .
Hounslow Youth Service’s DETACHED & OUTREACH TEAM The work of DOT with vulnerable/at-risk Young People 1. Work with Groups At the beginning of each year, DOT, in consultation with its partner organisations, identifies the priority areas for its work during the coming year. After a “recon” period, DOT workers identify groups of young people in each area and target work with them. The team works with these young people initially to build relationships and trust. A variety of initiatives are then made available to young people as appropriate to the area. Hounslow Youth Service’s DETACHED & OUTREACH TEAM The work of DOT with vulnerable/at-risk Young People The team will carries out its work by: � Making contact with and engaging unattached, at-risk, disaffected and vulnerable young people; � Providing Youth Sessions offering positive alternatives to crime and anti-social behaviour; � Involving young people in a programme of diversionary activities; � Involving young people in a programme of harm reduction initiatives designed to address criminal, anti-social and/or unhealthy behaviours; � Enabling young people to begin the process of re-integrating with mainstream education through the achievement of a variety of recorded and accredited outcomes. � Measuring its progress through a variety of performance indicators
Hounslow Youth Service’s DETACHED & OUTREACH TEAM Through the DOT team, young people have been involved in a wide variety of positive harm-reduction and diversionary activities which have benefited the young people and the community. Hounslow Youth Service’s DETACHED & OUTREACH TEAM Young people participate in a variety of educational workshops on subjects such as drug use, crime, knives, first aid and healthy eating. They get involved in creative activities such as music, drama, photography and video-filming. They take part in and help organise community-wide events such as the Chiswick House ”Ghost Project” and the Bedfont “Halloween Scream” (see below) They gain new experiences outside their area by taking part in a variety of positive and challenging activities such as camping, go-karting, visits to Coldingley Prison and more….
Hounslow Youth Service’s DETACHED & OUTREACH TEAM � Young people engaged by the DOT team can also access a great deal of individual support. DOT workers are able to refer young people to other professionals/agencies when appropriate, and also do a lot of work on behalf of individual young people (and their families) on issues such as emergency housing, accessing appropriate benefits, health issues and much more. � In addition, young people who may be non-achievers at school are supported in changing their attitude towards education by becoming involved in activities which lead to accredited outcomes – Community Sports Leader Award, Millennium Volunteers, Duke of Edinburgh’s Award etc. – and which will enhance their CVs.
Hounslow Youth Service’s DETACHED & OUTREACH TEAM For 2006/7, DOT has been involved in a new prevention initiative with young people:- 1. Senior YISP Prevention Project The first of these will involve DOT workers providing interventions with individual young people identified and referred through the YISP Panel. It is expected that DOT intervention with individual young people will take place over a six month period during which they will: � Enter into a contract with the DOT worker to attend meetings and sessions, and to work towards personal targets � Identify personal targets and agree a personal development plan designed to achieve them and to recognise and record progress � Address their offending/anti-social behaviour and explore constructive alternatives � Address issues which may form a barrier to positive personal and social development (family/personal situations, school situation etc) and refer to other professionals (Connexions PA’s for example) where appropriate � Improve their self-esteem and sense of social responsibility
Hounslow Youth Service’s DETACHED & OUTREACH TEAM At this time each year, DOT consults with its partner organisations – police, housing providers, education welfare workers, Youth Offending Team, etc – about its target areas for the coming year. This process is currently under way. Analysis of crime and anti-social behaviour figures, evidence from partner agencies will all help us define our “hot spot” priorities for 2007/8.
