Early Literacy Implementation (ELI) In 2014 Iowa adopted the Early Literacy Implementation (ELI) legislation. It was put in place to improve reading in the state of Iowa. This law requires that Iowa’s school children read at grade level by third grade. ELI provides the following guidelines and rules that each district must follow.
Current ELI Requirements ● Universal Screening - FAST Assessments ● Progress Monitoring ● Targeted Student Intervention ● Parent Communication
Universal Screening ● FAST Assessments are given three times a year to all students September ○ January ○ May ○
Kindergarten Screening ● Concepts of Print ● Onset Sounds ● Letter Names and Sounds ● Word Rhyming ● Word Blending & Segmenting ● Nonsense Word Reading
First Grade Screening ● Word Segmenting ● Nonsense Words ● Sight Word Reading ● Sentence Reading ● Reading Fluency
2nd-5th Screening Oral reading assessment timed for one minute. Teachers listen and evaluate the rate (correct words per minute) and accuracy of oral reading fluency on grade-level passages.
Benchmark or standard scores were developed for each grade level to identify students on track, at risk or substantially deficient. District Next Steps: FAST assessments are being ● finalized and scores will be reported mid-February. ● If your child falls substantially deficient you will receive written notification.
Future ELI Requirements ● Effective in May 2017: Retain in the 3rd grade any student who is not proficient in reading by the end of the ○ school year on the universal screener (FAST) unless the student meets “good cause exemption” criteria. An intensive summer reading program will be provided for any student that is substantially ○ deficient.
Read Your Heart Out February School-wide Reading Incentive We are challenging our elementary students to read 60,000 minutes in February: ● PK-1st grade: 10 minutes a day ● 2nd & 3rd: 20 minutes a day ● 4th & 5th: 30 minutes a day
