Carbon Management Plan • Royal Borough of Kensington and Chelsea selected in May 2008, amidst strong competition, to take part in ambitious carbon management programme. • Partnered with the Carbon Trust • Target of reducing CO2 by 40% by 2014 • Savings about 9.3Kt of carbon dioxide and potential savings to the council of at least £1.4 million per year (depending on energy price fluctuations) identified

  7. Carbon Management Plan Preparation started in May 2008 and was made up of four steps: 1. Mobilisation of the organisation 2. Setting of baseline data and targets 3. Identifying and quantifying carbon reduction options 4. Finalising the strategy and implementation of the plan

Carbon Management Plan • Implementation of the plan began on 1 April 2009 • Quantified projects in the plan represent a 22 % reduction in carbon emissions • Of this, about 27.2% of the savings will be from M&E improvements at Kensington Town Hall • Staff behavioural changes can achieve 28.5% of the savings • Decommissioning of up to 6 buildings will result in 26% reductions • Virtualisation of servers can achieve a 5% saving

  9. More savings to be made • Still 18% carbon savings to find. Need to identify new initiatives and test the feasibility and cost effectiveness of squeezing more carbon reductions from existing plans. • Further investigations on: Improving glazing/cavity wall insulation of KTH Support for schools to help with carbon reductions Work with contractors

Completed projects • Decommissioning of offices – Young Street and Allen Street 170 tonnes of CO2 saved • Improvements to street lighting use of more energy efficient lamps 262 tonnes of CO2 saved • Energy efficient lighting at Holland Park Theatre – reducing the energy consumed by 66% over a 5 year period.

  11. Projects in progress • Implementation of the Green IT Strategy – for example server virtualisation and Networked Attached Storage (NAS) (saving 40t CO2 pa); turning off PCs overnight, at weekends and during holiday periods – (30t CO2) • Green Champions Network – costed staff time, aiming to recruit 50 staff • Behavioural Change project – developing a bid for funding for a 2/3 year programme to help staff do things differently • Carbon Standard application – to help us with Carbon Reduction Commitment - first assessment meeting was in June 09 • Individual carbon reduction targets for staff • Green Development Guide – working towards turning this into Supplementary Planning Guidance

Proposed Projects - funded • Continuation of server virtualisation (250 tonnes) • Boiler Replacement – Chelsea Leisure Centre (90 tonnes) • Car User Review (70 tonnes) • Replacing Pest Control vans with electric bikes – already being tested (0.7 tonnes) • Energy efficient lighting in road signs (9.2 tonnes) • Energy efficient measures at the Stable block in Holland Park (14 tonnes) • Implementation of SPACE programme

  13. Proposed Projects – unfunded • Voltage optimisation at a range of sites • Energy efficient lighting bollards and photocell control of bollards and signs • Swimming pool covers – physical and liquid • Central PC switch off • Energy efficiency measures at other buildings
