Port of Miami Tunnel Benefits The Port of Miami Tunnel will: • Provide a second access between the mainland the Port of Miami for the safeguard of cruise and cargo industries • Increase competitiveness at the POM by alleviating traffic congestion and reducing travel times • Provide direct expressway access to I ‐ 395, I ‐ 95, and SR ‐ 836 • Offer a direct connection between MIA and the Seaport • Relieve congestion and improve safety on Downtown Miami streets by diverting the Seaport’s commercial traffic

Potential Construction Impacts Analysis of Potential Impacts to Cruise and Cargo Business Report prepared for Board of County Commissioners and presented on December 20, 2010 • Analyzed potential impact to industry at the Port of Miami related to construction of the Port of Miami Tunnel • Addressed measures established to mitigate and minimize such potential impacts

  4. Potential Construction Impacts Impacts identified include: • Lane Closures • Maintenance of Traffic • Construction Work on Main Channel

  5. Lane Closures • Temporary Lane Closures may be required during short periods • Closure requests must be submitted two weeks in advance for review, approval, and notification • Lane Closure Advisory issued through Port’s Public Information Manager as Port Bulletin to Port tenants and users • VMS required a week in advance as public notification • No closures are approved on the cruise roadway network during cruise days • Lane closure requests on Port Boulevard only approved during non ‐ peak cargo and cruise times

  6. Lane Closure Mitigation Strategy • Weekly Meetings held to discuss and plan future closures • No closures approved for hours other than those specified in the Concession Agreement • Pre ‐ activity Meetings held for any closure involving a traffic shift, detour, or closure of more than one lane • Detailed Action Plan required describing means and methods, and phasing of activities during closure • Contingency Plan required addressing provisions for Contractor to follow FDOT directive to implement plan • Performance Points assessed for failure to adhere to Action Plan

  7. Maintenance of Traffic Restrictions • MOT must ensure no reductions in existing lanes in order to maintain levels of service on roadways • Contractual Obligations to Maintain Dodge Island Traffic during Construction • Heavy construction must not interfere with the peak traffic periods. • No construction traffic hauling operations from 6am to 6pm between Friday and Monday (inclusive). • With the exception of one ‐ time movements, no operations allowed on roads adjacent to Cruise Terminals. • One ‐ time movements may only occur during non ‐ peak days and they need to be coordinated and approved by the Port in advance. • Access to parking facilities for cruise passengers must be maintained at all times during construction.

  8. Construction Work on Channel • Most tunneling activities will be underground with no impacts to channel or Port operations • Ground treatment may be required from the surface within limited construction windows

  9. Construction Work on Port • Work along cruise ship berths will not be performed when vessels are on port • Access along the Cruise Terminals waterfront is to be maintained at all times • Vessel provisioning operations cannot be interrupted

  10. Port of Miami Partners • The Port of Miami Tunnel Management Team has maintained close communication with Port Partners • Two separate Project kick ‐ off meetings were held in April 2010 with the Cruise and Cargo Stakeholders • Industry Stakeholder Meetings were held on December 2010 and April 2011 to report Project progress and notify stakeholders of upcoming Dodge Island roadway traffic shifts • Follow ‐ up meetings will be held in May 2011 to address specific issues related to MOT

  11. Looking Ahead • Top priority is to minimize impacts to businesses at the Port during construction • Active and ongoing coordination between Concessionaire, FDOT and Port staff • Ongoing bi ‐ monthly follow ‐ up with partners (or as needed)
