PUBLIC ‐ PRIVATE PARTNERSHIP ‐ P3 Contract Overview • Design ‐ Build ‐ Finance ‐ Operate ‐ Maintain Concession Agreement • 35 ‐ year contract between FDOT & MAT Concessionaire • Design and Construction period is 55 months • Operation and Maintenance period is the remaining 30+ years
PUBLIC PRIVATE PARTNERSHIP – P3 Payments during O&M • Upon Tunnel opening, FDOT begins making availability payments adjusted yearly for inflation • Maximum Availability Payment $32.5M/yr • Payment is subject to reduction if Tunnel not operational during required hours • Contract includes ‘Handback’ requirements to ensure Tunnel is returned to FDOT in first ‐ class condition

PROJECT STATUS: Watson Island • Construction of New Parrot Jungle Trail is 95% Complete • EB MacArthur Causeway has been shifted south to new alignment • Site Installation Permits for Support Operations under Bridge: • Water Treatment Plant • Concrete and Grout Batch Plant • Cooling and Power Systems • Mechanic Shop • Barge to Receive Spoils
PROJECT STATUS: MacArthur Causeway & Bridge • Widening of MacArthur Bridge for Tunnel Traffic • Widening of the Median for Launching Pit – Tunnel Starting Point • Tunnel Support Operations located below Bridge
PROJECT STATUS: Dodge Island • 60% Roadway Design Plans are under review process • Exploratory Geotechnical Borings performed and analyzed • Sub ‐ sea Ground Investigation performed in Channel • Construction began early in December 2010 • Ongoing Stakeholder Meetings with Cruise, Cargo & Port Reps
TUNNEL BORING MACHINE • Tunnel Boring Machine (TBM) is currently being designed and fabricated in Germany. • 43’ diameter & +600 ft. long train • Expected Arrival is scheduled for May 2011 • EB Bore to begin September 2011 • Completion of WB Bore Spring 2013
TUNNEL VERTICAL ALIGNMENT & SECTION • Tunnels are 3900 ft. long • +40 ft. under the Bottom of Channel • 5% Grade • Precast Lining Segments fabricated Off ‐ Site
CONSTRUCTION SCHEDULE May 24, 2010 – Construction began on Watson Island December 2010 – Construction begins on Dodge Island Spring 2011 – Arrival of TBM in Miami Fall 2011 – Beginning of eastbound tunnel boring Spring 2012 – Completion of eastbound tunnel Spring 2013 – Completion of westbound tunnel Spring 2014 – Completion of Dodge Island roadway improvements May 15, 2014 – Grand opening of the Port of Miami Tunnel *THESE DATES ARE SUBJECT TO CHANGE BASED ON THE CONSTRUCTION SCHEDULE
