4/11/2017 Capital Planning SIPSEY VALLEY MIDDLE SCHOOL (Projected Opening: August 2019) Capital Planning Process Each year, each school system is required to develop and submit to the State Department of Education, a ‘Capital Plan’ that lists, in priority order, capital improvements needed across the school system. That ‘Capital Plan’ is to include the project, approximate cost, and projected year or timeline for the project. The ‘Capital Plan’ is a fluid document that is reviewed at least on an annual basis and may be changed at any time due to changes (enrollment, facility major maintenance needs, community growth, etc.) within the system or community. The ‘Capital Plan’ must be submitted to the State Department every year regardless of whether or not funds are available to complete or even begin a project. 1

Consideration of feeder patterns, zoning issues. 4. ‘Academic Capacity’ as opposed to ‘Architect’s Building Capacity’ 5. Programmatic needs (Ex: Pre ‐ K classes) 6. Prioritize needs from across the school system. Funding for Capital Projects • In previous years, capital projects were funded primarily through the now expired one cent sales tax as the school system receives no other funds for this purpose. • Throughout that time, construction projects had to be staggered as funds became available over the course of time. • Funds for current capital projects will come from an approximate $85 million bond that is funded through our portion of the newly enacted (2016) sales tax in Tuscaloosa County. • Since this source of revenue is permanent, we are now in the position to be able have a bond issued for construction projects. We will not be required to stagger projects but may progress with them as we have the ability to manage. 2
