  2. 2012 SuperNOFA Competition Overview • HUD makes new and renewal funding available annually under the Annual Super Notice of Funding Availability (SuperNOFA) for Continuum of Care Homeless Assistance Grant Programs. • Continuums of Cares (CoC) around the country complete one consolidated application in order to compete for national funds. • This year, the Los Angeles Continuum of Care (LACoC) is eligible for approximately $6,056,912 in new funding through the Permanent Housing Bonus (project that serves the chronically homeless, homeless families and homeless individuals with disabilities). 11/27/2012

Who is responsible for submitting the application? • The Continuum of Care Collaborative Applicant submits the application on behalf to the CoC. • The Los Angeles Homeless Services Authority (LAHSA) is the Los Angeles CoC Collaborative Applicant. • Other CoC’s in the region include – Glendale – Pasadena – Long Beach

What makes up the Application? • The NOFA is divided into two sections – CoC Application- formerly Exhibit 1 – Project Application- formerly Exhibit 2 • The CoC application is scored based on information presented in the application. • The CoC application must meet a minimum of 97/130 points required by HUD, in order to be eligible for new projects.

  9. CoC Application • The CoC Application has several pieces that tell a story about the entire CoC. • This includes a listing of all homeless programs within the CoC. – Emergency Housing – Transitional Housing – Permanent Housing – Voucher Programs – Safe Havens

CoC Application • Bed Inventory – How many beds does the CoC have for Homeless Individuals and Families? • Point in Time Homeless Count – How many homeless individuals & families are within the CoC boundaries? • What are the numbers by various sub-populations (demographics of the population)? • CoC Performance – How well did the programs within the CoC perform? • Were they able to move people to Permanent Housing?

  11. CoC Application • How well did the CoC coordinate services for the individuals and families experiencing homelessness? • Did the CoC meet its goals & objectives? • Has the CoC increased the number of programs using the HMIS system?

  12. For Project Applicants (formerly “Direct Grantees”) PROJECT APPLICATIONS

What are eligible renewal projects? • Projects that have been previously awarded and have reached the end of their grant term. • All renewals are on an annual cycle after the initial grant term has ended. • Renewal Projects include: – Supportive Housing Program (SHP) – Shelter + Care (S+C) – SRO Moderate Rehabilitation

Who Administers These Programs? • Supportive Housing Program – LAHSA • LAHSA has a grant with HUD • Subcontracts to sponsor agencies – Some agencies have a direct grant with HUD • S&C – Housing Authorities have a direct grant with HUD – Housing Authorities subcontract with sponsor agencies • SRO Moderate Rehab – Housing Authorities have a direct grant with HUD – Housing Authorities subcontract with sponsor agencies

  17. Who is responsible for preparing the renewal project application? • General rule: – The entity that has the grant with HUD is responsible for preparing the renewal project application

  18. At the end of the day… • LAHSA divides you into two groups for the SNOFA renewal process: – Project Applicants (formerly Direct Grantees) • Agencies that have direct SHP grants with HUD • Housing Authorities – LAHSA Project Sponsors

Project Applicants • Responsible for Reporting on Past Performance • Responsible for identifying and reporting to LAHSA: – Projects that will renew each year – Any major budget modifications that have been approved by HUD (must have already been approved). • Responsible for preparing the eSNAPS project application • Responsible for submitting project application in eSNAPS to LAHSA

  20. What does it mean to be responsible for preparing the renewal project application? • Remember the General Rule • It means a different process depending on which group you are in

HUD’s eSNAPS System • Project Applicants are responsible for interfacing with eSNAPS and completing their renewal application online • Project Sponsors don’t interface with eSNAPS – They will provide and verify information about their project with the grantee (LAHSA) and/or Housing Authorities – The Project Applicant, LAHSA, or the Housing Authorities have the pleasure of making sure your project application is submitted to HUD correctly.

  24. Things to complete before working in eSNAPS 1. Make sure you have completed the Central Contractor Registration (CCR) in the new System for Award Management (SAM) – You must transfer your old registration in CCR to SAM – You should receive a notice from grants.gov indicating that your registration will expire in 60 days – You will not be able to access eSNAPS if you do not register in SAM – www.sam.gov

  25. Things to complete before working in eSNAPS 2. Find your eSNAPS Username & Password • Please make sure you have this prior to accessing esnaps – If you cannot get it from the staff that left the agency last year, then you need to contact the eSNAPS administrators to create a new username and password – File it somewhere for next year • LAHSA does not know your username and password, nor can we get that for you. We cannot even see your project without your permission.

Applicant Profile – Identifies your agency as the grantee • Section to upload all pertinent agency identifying documents and forms – HUD form 2880 – 501 (c) 3 paperwork (if you are a non-profit entity) – The Applicant Profile must be completed before you can complete your project application – You also have to submit your SF-424 to the State of California

Accessing the Project Application • After completing the Applicant Profile, you must do the following: – Register for the Funding Opportunity – Create your project(s) – Complete & review you project application before submitting to LAHSA – Complete projects are due in eSNAPS no later than December 11, 2012

  29. eSNAPS Project Application • The project application CANNOT be “imported” from the prior year’s application – Agencies will have to re-enter all data/information in the project application • Project Applicants are responsible for… – Reviewing inputted information – Making any necessary changes as approved by HUD – Submitting the application to LAHSA • Once LAHSA receives the application it will be reviewed for major errors and sent back for corrections if necessary

  30. eSNAPS Project Application • After all projects applications are corrected and received in the CoC (LAHSA) list… – The projects are either accepted or rejected by the CoC lead – All accepted projects will be ranked and submitted to HUD. – All new projects will be ranked as well

  32. CoC Priority Ranking Process • HUD has mandated that all projects be ranked within eSNAPS at least 15 days prior to the close of the competition. • This date is January 3, 2013 , but our goal is to complete this process before the holidays.
