Reservation in Recruitment for STs in BHEL For recruitment of posts on all India basis, in Group “A” & “B”, the applicable reservation is 7.5% as per the Presidential Directives. For recruitment of posts in Group “C” & “D”, the reservation percentage for various Units of BHEL is as per the respective state percentage prescribed by the Government. SC/ST Representative is included in the Recruitment Boards/Selection Committee for Group 'A', 'B', 'C' and 'D' posts. ST candidates selected on their own merit, are treated as general (UR) and occupy "unreserved posts" and not reserved posts in the respective recruitment rosters. Additional ST candidates are drawn from the merit list as per reservation requirements but this does not debar them from drawing future reservations / benefits/ concessions . 5
Reservation in Recruitment – contd.. ST candidates are exempt from payment of fees for admission to any examination for recruitment/selection. Travelling expenses are reimbursed to ST candidates called for personal interview. Upper age limit is relaxable by 05 years for ST Candidates. Additional Age relaxation of 10 years is given to PwD candidates belonging to ST category. In BHEL, Recruitment Rosters as on 31 st December of every year is maintained for Engineer / Executive Trainees [ET] and Lateral Recruitments [grades E1 to E9] in Group A and Supervisor Trainees [ST] in Group C cadres. The rosters prepared are authenticated by the respective Unit HR Head along with the Unit Liaison Officer for SC/ST. 6
Promotion – Reservation / Concession As per Presidential Directives, there is reservation in promotions at 7.5% for STs up to E1 i.e. the lowest rung of Group-A. BHEL as a policy promotes 100% eligible, qualified and fit ST candidates below S4 grade (equivalent to E1) within same cadre. In the case of cadre change promotion i.e. Workmen to Supervisors (Group ‘C’) and Supervisors to Executives (Group ‘B’ to Group ‘A’), reservation provided is 7.5% for STs as per the Directives. ‘Concession’ in promotion is given to ST candidates within Group-A in Executive cadre i.e. E1 to E2, E2 to E3, E3 to E4, E4 to E5 and E5 to E6 grades. ST employees eligible for promotion in the non-executive grades, where reservation is applicable, are evaluated on relaxed standards by way of providing five additional marks over and above 100 marks. ST employees attending interview are provided Pre-promotion training in order to improve the chances in Promotions for selection to higher positions and foster competitiveness. A member belonging to SC/ST community is necessarily part of Departmental Promotion Committees. 7
Implementation of Presidential Directives/ Guidelines To facilitate and monitor the implementation of Reservation Policy for SCs/STs in BHEL, there is a Chief Liaison Officer and a Liaison Group at Corporate Office under Human Resource Function as well as a Liaison Officer in each of the BHEL units. Quarterly / Periodical meetings with the SC/ST Associations are held at BHEL Units / Divisions to discuss, deliberate and arrive at solutions towards the problems and grievances of SC/ST employees. A reservation cell in HR Department functions in each Unit and at Corporate level for processing of grievances of ST employees and assisting the National Commission in this regard. The Cell also ensures that proper procedure in respect of reservations is followed and submits periodical returns as prescribed by the Government. 8
Implementation of Presidential Directives/ Guidelines Management Information Reports (MIRs) are sent by every Unit to Corporate Office on half yearly and annual basis for review at Board level of the Company-wide status and data on all aspects of Reservation Policy and Presidential Directives to ensure implementation of Presidential Directives with regard to safeguards and welfare of ST employees. Annual Reports on reservation in recruitment for ST are submitted to the Administrative Ministry. Reservation Cell of the Administrative Ministry also inspects the recruitment rosters from time to time. The representation of ST employees in total manpower of the Company and number of appointments made in the ST category during the preceding calendar year, as furnished to the Government is published every year in the Annual Report of BHEL. 9
Implementation of Presidential Directives / Guidelines - contd.. Annual Workshop is conducted for SC/ST Associations and Liaison Officers to make them aware of: A] Reservation policy and latest development / Government Oms on reservation matters B] To provide a common platform for education / awareness and discuss issues / grievances of employees relating to the implementation of Presidential Directives with a view to resolve the issues / grievances. Workshop on ‘Implementation of Reservation Policy and Maintenance of Reservation rosters’ is organized once in two years for SC/ ST/ OBC Liaison Officers and dealing HR personnel. During the visits by Senior Officials of BHEL to Units, interaction with the representatives of SC / ST Associations is part of the Schedule. 10

Activities undertaken by BHEL predominantly in Tribal Areas Tribal Women led Community Development Programme in 5 adopted villages at Raisen District, Madhya Pradesh. Adoption of 20 Tribal children for providing education and related facilities. Medical treatment and Counselling camps in villages near BHEL Project Sites and Manufacturing Units. Running of Mobile Medicare Vans in rural areas of Leh (J&K), Angul (Odisha) and Raigad, Maharashtra. 12

Education and Skill Development activities in Tribal Areas As part of our endeavour towards Skill Development of the Tribal Community we have trained more than 3500 numbers of ST Act apprentices in last 2 years for enhancing their employability. Support provided in running of Mobile Science Lab in Jhansi. Distribution of School Uniform to primary school children belonging to rural backward areas in villages near BHEL Project Sites and Manufacturing Units. Training in Apparel making for students belonging to BPL families in Chhindwara, MP. Support for Forest Based Sustainable Livelihood Projects in tribal and backward region of Sundergarh in Odisha through a project for making leaf plates. 14
Education and Skill Development activities in Tribal Areas Skill Development in trades like Beautician, Tailoring, Purse Making, Mehandi, Rangoli, Painting, Stitching, Dance Classes etc. Distribution of Tailoring Machines to poor women of Rural areas of Bengaluru. Skill development programs for Electricians & Plumbers /Crane operator / ATI conducted programs in Medak, Telangana 15

CSR at BHEL BHEL is engaged in Social welfare activities right from its inception. Active contribution in social welfare activities in rural areas in vicinity of its operations, especially near Manufacturing Units. DPE formalised the CSR in 2010 through its guidelines, which were actively followed by BHEL. Since 2014-15, BHEL is carrying out its CSR activities in accordance with the Companies Act, 2013 & the Companies (CSR Policy) Rules, 2014. BHEL was one of the first companies in India to formulate its CSR policy and Guidelines. CSR policy is hosted on internet [www.bhel.com]. 17
