WAP P P Program Y Year 2 2019 • On September 21, 2018, the President signed the Energy and Water, Legislative Branch, and Military Construction and Veterans Affairs Appropriations Act, 2019, H.R. 5895, Pub. L. No. 115-244, which provides fiscal year (FY) 2019 full-year appropriations through September 30, 2019 . • Under this Act, the Weatherization Assistance Program was appropriated $257,000,000 million . – $500,000 to be made available to current WAP grant recipients via the Weatherization Innovation Pilot Program to develop and implement strategies to treat harmful substances, including vermiculite. – $3,000,000 for training and technical assistance (T&TA) activities at Headquarters. – An additional $9,000,000 of prior year funds has also been reallocated to Grantees through the formula for a total of $262,500,000 . Energy A Audits s Updat ate • Weatherization Assistant (WA), including NEAT, MHEA and MulTEA energy audits , will be available on a web-accessible platform for developing, performing and reporting electronic energy audits for WAP. – Inputting and reporting to be database compatible and interoperable. – Exporting system to be capable of reporting audit results and completed units. – WA to be upgraded to comply with current WAP rules as defined in Weatherization Program Notices and Memorandums active since the release of current WA version (WA 8.9.0.5) in early 2012. Energy A Audits s Updat ate • Additional technical capabilities to be added to WA: – MulTEA to be expanded to include high-rise buildings and central HVAC. – NEAT and MHEA updated and improved as follows: • Update some lifetimes of energy conservation measures. • Improve heat pump calculations. • More comprehensive fuel switch analysis and recommendations. • Evaluation and replacement of multiple heating and cooling systems. • Allow tuneup of secondary heating systems. • Implement biomass heating systems and allow wood stoves and pellet stoves as replacements. Energy gy Audit it U Updates – NEAT and MHEA updates/improvements (cont.): • Implement sealing and insulating return ducts (currently only supply ducts are evaluated). • Implement solar PV evaluation. • Implement leveraging of energy conservation measures. • Implement LED lighting and other modern baseload measures, e.g., advanced power strips, high efficiency ceiling fans and lighting, advanced hot water conservation measures. • Implement solar domestic hot water and heat pump water heaters. • Improve HVAC equipment efficiency modeling and derating. Trai aining • Comprehensive training covers the entire skillset described by the job task analysis (JTA) for a given job category. E.g., https://www.nrel.gov/docs/fy18osti/70977.pdf • Comprehensive training for all field workers (Crew Leaders, Installers, Auditors and QCIs) must be provided on some regular schedule, per WPN 15-4. Grantees can determine that schedule. • Specific training may address single-issues identified as needed during monitoring or other methods. Trai aining • Comprehensive training can be given over time as a series of courses or evaluations that ensure workers have all the necessary knowledge and skills described in the JTA. • Comprehensive training must be delivered by an accredited training provider. • Accreditation of training providers is similar to certification of workers - a third party (IREC) evaluates the quality of the training curriculum, facilities, continual improvement and more.
