  1. Transportation Asset Management Webinar Series Webinar 22: Data Governance and Implementation Sponsored by FHWA and AASHTO Webinar 22 – August 25, 2016

  2. FHWA-AASHTO Asset Management Webinar Series • Sharing knowledge is a critical component of advancing asset management practice • This is the 22 nd in a webinar series that has been running since 2012 • Webinars are held every two months, on topics such as off-system assets, asset management plans, asset management and risk management, and more • We welcome ideas for future webinar topics and presentations • Submit your questions using the webinar’s Q&A feature • Next webinar October 12, 2016 2:00 PM EST — Tradeoffs and Cross Asset Resource Allocation 1

  3. Welcome and Overview Today’s presentations include four perspectives on data governance • in relation to transportation asset management programs and plans We will hear from practitioners and subject matter experts who can • share experiences and examples, including: – Specific governance models for TAM data – Practices for using TAM data to add value to agencies’ decision-making – Impacts of good TAM data management on performance results. • We will also have a topic introduction from Greg Slater of Maryland DOT – A summary of key concepts and an overview of available tools and resources 2

  4. Learning Objectives – Building working knowledge of key concepts and definitions relevant to data governance and Implementation for transportation asset management – Understanding specific models for data governance and their application to an agency’s TAM practice – Beginning to apply this knowledge in order to answer: • How can agencies data governance models enhance the management of infrastructure assets? • What benefits can states expect by addressing data governance in coordination with their TAM programs? • What are the key lessons-learned for agencies seeking to strengthen data governance capabilities as part of their TAM programs? • SHARE LESSONS LEARNED, IDEAS, KNOWLEDGE!!! 3

  6. AASHTO & FHWA TAM Webinar on TAM Data Governance and Implementation

  7. What is Data Governance? • Data governance is the overall management of the availability, usability, integrity, and security of the data employed in an entity (DOT/MPO/etc ). • Asset Management is one area where data Governance is crucial. – Critical programmatic decision are made based on heavy influence of asset data – Good data is key 2

  8. Operationalizing AASHTO’s Data Principles Data Principle 1. VALUABLE: Data is an asset 2. AVAILABLE: Data is open, accessible, transparent and shared 3. RELIABLE: Data quality and extent is fit for a variety of applications 4. AUTHORIZED: Data is secure and compliant with regulations 5. CLEAR: There is a common vocabulary and data definition 6. EFFICIENT: Data is not duplicated 7. ACCOUNTABLE: Decisions maximize the benefit of the data Transportation agencies adopting these principles – and putting them into action – should realize steady improvements to data value, and an increased return on their data investments . 3

  9. NCHRP 8-92: Implementing A Transportation Agency Data Program Self- Assessment A methodology, guide and tools to help agencies answer four key questions: • Do we have the right data to make good decisions and meet reporting requirements? – What data do we need and why? • Is our current data good enough? – What level of accuracy, timeliness, completeness, etc. is needed? • Are we making best use of our data collection and management resources? – Are we being efficient about how we collect and manage the data? • Are we getting full value from the data that we have? – Are users able to access, integrate and analyze it? 4
