Plant Closure and Cleanup Timeline 1998: PG&E pledges to shut down plant, pending regulator approval 1998-2006: Complete 9 transmission projects to enable the closure 2006 - 2007: Plant closes, dismantling work begins 2007-2009: Investigate contamination and develop cleanup plan 2008: Dismantle majority of above-ground structures 2010: Cleanup plan approved, remediation work begins, remaining structures removed 2011: Soil cleanup anticipated to be complete 5

Local Jobs • To date we have hired: – 14 local workers (47 percent of cleanup workforce) – 13 local truckers (92 percent of trucking workforce) • Continuing the successful local hiring program in place since dismantling work began in 2007. • Coordinating our local hiring program with the City of San Francisco’s CityBuild program and local labor leaders, as we have done in the past. 9
Cleanup Activities: Completed and Ongoing Completed • As of November 24, completed removal of 9,663 tons (391 trucks worth) of contaminated soil from areas A, C/D and J • Completed removal of crushed concrete and asphalt stockpiles for recycling Ongoing • Perimeter air monitoring and dust control • Utility surveys to locate underground pipelines, electrical conduits, and other underground obstructions • Collection of storm water for discharge to sanitary sewer 10
Upcoming Cleanup Activities • Removal and shipment of soils contaminated by historical plant activities in Areas A, C/D, J and H, and bringing in clean soil to backfill excavations. o Potential noise in Area H related to vacuum truck operation. • Soil testing to confirm contaminated soils have been successfully removed. • Starting in late December, work will begin to underground utility lines on Evans Ave. and Jennings St. A traffic control plan will be used so that the street can safely remain open to traffic while work is underway. • For all work, trucks will travel on a city- and DTSC-approved truck route, which includes Hunters Point Blvd., Middle Point Rd., Evans Ave., Jennings St. and Cargo Way. 11

November 30 Truck Rollover • Truck involved with the cleanup turned over onto its side • Driver experienced minor injuries, passenger was uninjured • No air release, no soil release • Work still shut down while cause is investigated • Identifying corrective measures; ramp taken out of service; other measures to be taken before work resumes 14
Dust Control and Air Monitoring Precautionary measures include: • Spraying water to suppress dust: • Watering trucks • Hand-held hoses • Water misters on the fence line • Applying soil stabilizer • Washing truck tires • Covering truck loads • Fence screening • Sweeping of adjacent streets • Covering soil stockpiles • Lowered on-site speed limit 15

Haz Mat Training for Local Workers • Sponsored by PG&E, ERRG and JBR • 40-hour hazmat training for local workers • 24 local workers completed the training 20
Thanksgiving Turkey Giveaway • Fourth Annual Turkey Giveaway was held on Tuesday, November 23, 2010 • Provided approximately 950 turkey dinners to Bayview Hunters Point families • Hosted by PG&E with help from the San Francisco Housing Authority, JBR Partners, URS, ERRG and the A. Phillip Randolph Institute 21
